JOB DETAILS:
3 Scope of work
The scope of work will include but is not limited to the following: -
i. Support the upgrade and integration the existing GIS and statistical
databases in liaison with Sectoral Planning and Policy Analysis Department
(SPPAD) to improve data management, data analysis, reporting,
monitoring, and evaluation in the MEMD;
ii. Support the Energy Sector GIS Working Group to further standardize GIS
mapping and promote data sharing and collaboration in the Energy sector;
iii. Undertake GIS mapping and maintain a database of Electricity Connections
under EASP and other Electricity Connections interventions in collaboration
with the Implementing Agencies and refugee partners (OPM, UNHCR and
INGOs) in refugee hosting districts.
iv. Propose procedures for the workings of the GIS sector working group
comprising MEMD agencies to ensure a formalized institutional
collaboration amongst the agencies led by MEMD in pursuit of its sector
planning mandate
v. Collect and validate GIS data on all EASP sub projects and other
interventions as undertaken by MEMD, UECCC, MoES, MoWE, MoH and
or electricity SPs;
vi. Carry out GIS analysis and statistical data analysis for various energy
projects and ensure a comprehensive sector GIS database for key
electrification projects and schemes in line with the national electrification
strategy and plans.
vii. Ensure that the MEMD GIS Unit is always abreast with the changes in the
GIS technology to ensure ongoing compatibility and serviceability of GIS
tools and applications
viii. Recommend a sound system of control procedures and activities to ensure
that the GIS data integrity across the energy sub sector including all
agencies and SPs always remains impeccable.
ix. Develop and maintain a sound system of data recovery to ensure
operational and strategic business continuity of the MEMD’s and Agencies’
GIS Data Assets
x. Publish online and paper-based map products;
xi. Assess methods of integrating GIS with other existing databases and tools
e.g. SE4ALL Database, the Power Sector Information Centre (PSIC);
xii. Build capacity of MEMD staff in GIS mapping and statistical data collection,
data management, and data analysis;
xiii. Contribute to the development of a data sharing policy for the Energy Sector
for consideration by Top Management
xiv. Preparing monthly, quarterly and annual progress reports;
xv. Perform any other duties as may be assigned by the Project Coordination
Manager (PCM) provided these duties contribute to achieving the
development objectives of the EASP project.

1.4 Person Specifications
a) Qualifications

i. Bachelor’s Degree in GIS/ Geography/ Geoscience/ Computer Science/
Software Engineering/ Information Technology/ Geomatics/ Surveying/
Environment/ Urban Planning/ Statistics/ Mathematics or Engineering from
a recognized University;
ii. Masters Degree in GIS Technology Applications or equivalent from a
recognized University or training institution.
b) Experience
i. At least eight (8) years of relevant GIS technology applications (ESRI
products such as ArcGIS or equivalent or Open Source Products), of which
four (4) years in energy sector projects;
ii. Demonstrated knowledge of Statistics, Spreadsheet Software (Excel) and
Statistical Software (e.g. SPSS, R); digital data collection, entry and
maintenance;
iii. Demonstrated experience with a range of relevant technologies:
client/server hardware and software; OGC mapping standards, SQL Query
Language etc;

1.5 Duration of the Assignment
The assignment shall be for an initial period of three (3) years, renewable subject to
satisfactory performance.
1.6 Reporting Obligations
The GIS Specialist shall report to the EASP Project Coordination Manager/PCU.

1.7 Duty Station
The GIS Specialist shall be based in Kampala and stationed at the MEMD with
occasional travel to the project implementation sites / areas for monitoring or as and
when need arises
