Background

St. Francis Health Care Services (SFHCS), Uganda, is seeking an experienced Impact Evaluation / Monitoring, Evaluation, Research & Learning (MERL) professional to volunteer their expertise in conducting a comprehensive 360° evaluation of our programs and institutional impact over the past 5–10 years.For more than two decades, SFHCS has worked alongside communities to improve health, dignity and economic wellbeing. Our programming spans OutPatients, InPatients, HIV/AIDS, SRHR, maternal and child health, adolescent and youth programming, economic empowerment and livelihoods, community health, GBV prevention and response, and integrated clinical and diagnostic services.

What will the assignment involve?

The volunteer specialist will work with our leadership, program teams, communities and partners to:

• Develop a robust 360° organizational impact evaluation framework and methodology
• Review and analyse 5–10 years of programmatic, financial and institutional data
• Assess relevance, effectiveness, efficiency, impact, sustainability and coherence across our programs
• Examine changes in health, social and economic outcomes among the communities we serve
• Conduct stakeholder and beneficiary consultations, interviews and/or focus groups
• Identify unintended outcomes, implementation challenges and critical lessons
• Assess SFHCS's institutional growth, partnerships, systems and community contribution
• Document compelling evidence, case studies and stories of change
• Identify interventions with the strongest potential for scale, replication and future investment
• Provide practical recommendations to guide SFHCS's next phase of strategy and programming

Key Outputs

We aim to develop a credible 5–10 Year Organizational Impact Evaluation Report, supported by an Impact Brief/Dashboard, evidence-based recommendations, program-level findings and a clear framework for strengthening future impact measurement.

Who are we looking for?

An experienced professional with expertise in Impact Evaluation, MERL/M&E, Public Health, Epidemiology, Statistics, Health Economics, Development Studies, Social Research or a related field.Strong candidates should have experience in mixed-method evaluations, quantitative and qualitative analysis, Theory of Change, evaluation frameworks such as OECD-DAC, contribution analysis, outcome measurement and professional evaluation reporting.Experience evaluating health, HIV, SRHR, youth, livelihoods or community development programs in Uganda, East Africa or similar contexts will be an added advantage.
