Background

Our client is a leading national network of civil society organisations working to strengthen education outcomes and promote effective collaboration, advocacy, and policy engagement within Uganda's education sector. The organisation works closely with member NGOs, government institutions, development partners, and community stakeholders to influence positive, systemic change in education.

The Program Officer will support the planning, coordination, implementation, monitoring, and reporting of all network programs. This role involves acting as a key liaison for member organisations, tracking project targets, and ensuring high-quality, timely reporting to development partners and international donors.

Key Responsibilities

  • Plan and execute the organisation's advocacy on the secondary teacher recruitment drive, ensuring all components move forward on schedule.
  • Coordinate the activities of the network's member organisations for the GWA/SDGs Week of Action and the secondary teacher recruitment campaigns, leveraging the expertise of other network members and partners.
  • Draft coordinated plans and activities with the Project Manager to support timely implementation of the Project.
  • Prepare annual work plans for the various components of the secondary teacher recruitment drive, under the guidance of the Project Manager.
  • Monitor progress on a regular basis and provide recommendations to the Project Manager.
  • Ensure the inclusion of appropriate internal and external stakeholders in the advocacy development process.
  • Track and monitor changes in Government of Uganda teacher policies and related information.
  • Carry out any other activities that contribute to the achievement of the secondary teacher recruitment drive.
  • Ensure timely preparation of monthly progress reports and updates.
  • Support the planning and implementation of media campaigns and press releases, under the guidance of the Project Manager.
  • Lead on setting up and running webinars, together with the Project Manager, for the target audience.
  • Integrate the secondary teacher recruitment drive into broader education policy advocacy, to ensure sustainability beyond the drive's specified period.
  • Given the nature of the work, staff are expected to be flexible and may be asked to carry out duties not specifically listed above.

Requirements

  • Bachelor's degree in Development Studies, Education, Social Sciences, Project Management, International Development, or a related field.
  • Minimum of three (3) years of progressive experience in project coordination within an NGO, civil society network, or development agency.
  • Proven understanding of Uganda's education sector, policy environment, and local government structures.
  • Practical experience working on donor-funded projects, with a solid understanding of international compliance requirements.
