Introduction

TechnoServe is an international non-profit organization that promotes business solutions to poverty in developing countries, headquartered in Washington, DC, and operates in over 29 countries worldwide. TechnoServe’s mission is to work with enterprises and women and men in developing countries to build competitive farms, businesses, and industries. It links people to information, capital, and markets, with nearly 50 years of proven results.

Project Background

Growing Resilience and Opportunities for Wealth Through Horticulture (GROWTH) project in Uganda is a five-year (2025–2030) funded by the Embassy of the Kingdom of the Netherlands (EKN). The project is being implemented by a consortium led by TechnoServe, in partnership with Agriterra and Wageningen University & Research (WUR) with strategic collaboration from Pearl Capital Partners. The GROWTH Project aims to strengthen Uganda’s horticulture sector by supporting 100,000 market-oriented smallholder horticulture farmers (SHHFs) working through their communities and Farmer Organisations (FOs), including cooperatives, farmer groups, and Savings and Credit Cooperative Organisations (SACCOs). The project seeks to increase farmer income through improved productivity, stronger market linkages, enhanced food safety and quality practices, increased access to financial services, and strengthened organizational capacity of farmer institutions.

The programme will be implemented across selected districts in the Central (Buganda), Busoga, Egon, Rwenzori, and Kigezi regions of Uganda. Its overall goal is to promote inclusive, resilient, and market-oriented horticultural systems that enable smallholder farmers to improve their livelihoods, participate competitively in horticultural value chains, and benefit from sustainable economic growth.

Purpose of the Assignment

The purpose of this assignment is to conduct a baseline study for the GROWTH Project to establish the initial status of key project indicators and generate evidence that will inform implementation, monitoring, and evaluation throughout the project lifecycle.
