Consultancy Services for Pre-Feasibility and Feasibility Studies for Development of New Ferries and Ferry Landing Sites and Rehabilitation of Existing Ferries and Landing Sites

  1. The Government of Uganda, through the Ministry of Works and Transport (MOWT) intends to simultaneously develop new ferries and landing sites and rehabilitate the existing ferry infrastructure. Prior to the above, it is required to undertake pre-feasibility and feasibility studies to establish the viability of the proposed investment. The studies are required to be in line with international best industry requirements and Ministry of Finance, Planning and Economic Development (MOFPED), Development Committee requirements and the Public Investment Management System Framework. The above studies support informed decision-making and enable the proposed project to be approved, approved, and prioritized for inclusion in the Public Investment Plan and the Medium-Term Expenditure Framework.
  2. This assignment aims to undertake a pre-feasibility and feasibility studies for the development of new ferries and landing sites and rehabilitation of existing ferries and landing sites, in line with the MoFPED Development Committee guidelines and the Public Investment Management System (PIMS) Framework.
  3. The scope of work to be carried out by the consultant for this assignment includes:
    • Demand Analysis – Assess current and future ferry traffic demand at proposed and existing ferry locations.
    • Technical Studies – Undertake necessary technical investigations to determine suitable ferry, landing site, and slipway solutions.
    • Route and Connectivity Assessment – Evaluate alternative routes and recommended the optimal ferry connections and locations.
    • Condition Assessment – Assess the condition of existing ferries, landing sites and maintenance facilities, and identify rehabilitation and upgrade requirements.
    • Engineering Designs and Specifications – Prepare technical specifications, detailed engineering designs, and Bills of Quantities for selected infrastructure and vessels.
    • Environmental and Social Assessments – Conduct environmental and social studies, including scoping and impact assessments for the proposed developments.
    • Institutional and Legal Review – Evaluate the legal, regulatory, and institutional framework required for project implementation.
    • Human Resource Assessment – Determine staffing and administrative requirements necessary for project implementation and operation.
    • Financial Analysis – Assess project costs, financing requirements, financial viability, and projected cash flows.
    • Economic Analysis – Evaluate the economic benefits, viability, sustainability, and appropriate user charges for the ferry services.
    • Stakeholder Analysis – Engage stakeholders and assess the distribution of project impacts and benefits.
    • Resettlement and Stakeholder Engagement Planning – Prepare a Resettlement Action Plan and Stakeholder Engagement Plan in line with applicable standards.
    • Risk Analysis – Identify and analyze potential risks.
    • Project Implementation Plan – Develop a comprehensive implementation plan.
  4. The duration of the consultancy is Nine (09) months commencing from the contract’s commencement date that shall be issued after Contract signature.
  5. The Government of Uganda through MOWT now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
  6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Uganda Government’s Public Procurement and Disposal of Public Assets (PPDA) Regulations 2023, Statutory Instruments 2023 No. 101.

  8. Expressions of interest in English in one (1) original and one (1) copy must be delivered to the address below on or before at 11:00 a.m. on 26th August, 2026 with the envelope or packaging clearly marked “Expression of Interest for Pre-Feasibility and Feasibility Studies for Development of New Ferries and Ferry Landing Sites and Rehabilitation of Existing Ferries and Landing Sites”.
  9. Expressions of interest will be opened in the presence of the applicants’ representative who choose to attend at the address below on 26th August, 2026 at 11:30 am.
