Consultancy Services for Infrastructure Assessment, Design and Construction Supervision in 120 Schools – MoES/CONS/2025-2026/00075

1. The Ministry of Education and Sports has received funds from the Global Partnership for Education (GPE) and International Development Association (IDA) under the Uganda Learning Acceleration Program (ULAesim) to be used for Consultancy Services for Infrastructure Assessment, Design and Construction Supervision in 120 Schools.

2. The Entity invites sealed proposals from eligible consultants for the provision of the above services.

3. Bidding shall be conducted in accordance with the procedures contained in the Public Procurement and Disposal of Public Assets Act, Cap 205 and the Regulations made under the Act and is open to all consultants.

4. Interested eligible consultants may obtain further information and inspect the proposal documents at the address given below at 8 (a) from 8:00 am to 4:30 pm working days.

5. The bidding document may be acquired by interested consultants from the address as (b) below upon payment of a non-refundable fee of US$ 100,000/= (Uganda Shillings One Hundred Thousand Only). The method of payment will be through obtaining a Bank Payment Advice Form from the cashier on 5th Floor Embassy House and pay at the designated Bank with effect from 5th March, 2026. On presentation of proof of payment, bidding documents may then be collected from the Procurement and Disposal Unit Room 3.7 with effect from 5th March, 2026.

6. Proposals must be delivered to the address as (c) below on or before 26th March 2026. The Proposal Securing Declaration shall be valid until 14th October 2026. Electronic Bidding will not be permitted. Late proposals shall be rejected. Proposals will be opened in the presence of the Consultants representatives who choose to attend at the address as (d) below on 26th March 2026 at 11:15am.

7. There shall be a pre – proposal meeting visit at the address as (e) below on 11th March 2026 at 10:00am as per proposed schedule in this notice.

8. Bidders/consultants should note the following:
   a. Documents may be inspected at: Ministry of Education and Sports, Embassy House, Procurement and Disposal Unit, 3rd Floor Room 3.7.
   b. Documents will be issued from: Ministry of Education and Sports, Embassy House, Procurement and Disposal Unit, 3rd Floor Room 3.7.
