The Science Technology and Innovation Secretariat Office of the President (STI-OP) has allocated/received funds to be used for acquisition of consultancy services to undertake a Pre-Feasibility Study and Develop a Masterplan for the Eastern Region Agro-Science, Technology and Innovation Industrial Park.

The Entity invites sealed proposals from eligible bidders/consultants for the provision of the above services.

Bidding shall be conducted in accordance with the procedures contained in the Public Procurement and Deposit of Public Assets Act, Cap 205 and the Regulations made under the Act and is open to all bidders/consultants.

Interested eligible bidders/consultants may obtain further information and inspect the proposal documents at the address given below at 8 (a) from 08:00am to 05:00PM.

The bidding document may be purchased by interested bidders/consultants from the address at 8 and upon payment of a non-refundable fee of UGX: 100,000/- (Uganda shillings: One Hundred Thousand Only). The method of payment will be through obtaining a URA Tax assessment form and pay at the designated Bank with effect from 13/02/2026. On presentation of proof of payment, Proposal documents may then be collected from the Procurement and Deposit unit.

Proposals must be delivered to the address below at 8 (c) at or before 06/03/2026. A Proposal Securing Declaration shall be valid until 28/12/2026. Electronic Bidding will not be permitted. Late proposals shall be rejected. Proposals will be opened in the presence of the consultants' representatives who choose to attend at the address below at 8 (d) at 11:30am on 06/03/2026.

There shall not be a pre – proposal meeting.
