Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.


ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Business Support Assistant (School Feeding Programme) SC5 to be based in Kotido Field Office. The selected candidate will be employed on Service Contract.

ORGANIZATIONAL CONTEXT
The UN World Food Programme (WFP) is the United Nations frontline agency in the fight against hunger. It is the largest and longest serving humanitarian agency in Uganda.
Karamoja sub-region where WFP has presence since 1964 is the poorest region in Uganda with over 80% population living under the poverty line. The region is prone to increasingly frequent and severe natural disasters, especially droughts, pests and diseases (humans, crops, and livestock) in part because of climate change.

WFP interventions in Karamoja involve working closely with the nine District Local Governments (DLGs) in joint design and programming, evidence gathering, knowledge sharing, strengthening sub-national capacities as well as well establishing partnerships with other development partners.
WFP focus in Karamoja is in the following areas: Nutrition activities to treat malnutrition and reduce stunting through nutrition specific and nutrition-sensitive programmes. Building resilience to shocks and climate change in anticipation of increased food insecurity and limited livelihood opportunities. Ensuring school children receive nutritious meals to meet their basic food and nutrition needs and including increasing enrolment and attendance. Working with the government and partners to reduce crop losses, improve household food security and increase a marketable surplus. Deploying targeted relief assistance to crises-affected populations or households as informed by food security and nutrition assessments. Strengthening government’s shock-responsive systems to improve food security and nutrition in Karamoja.
WFP programmes in Karamoja use food to build assets, spread knowledge and nurture stronger, more dynamic communities that are food secure.
On average, WFP aims to bring food assistance to more than 1 million people in Karamoja sub region

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders performing front office management functions typically report to the Deputy Directors or Head of Offices. In cases where these positions support a specific business stream, the reporting line may be to the Head of Unit, Chief, or the designate.
At this level job holders are expected to take responsibility for completion of a range of business support activities requiring some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to more junior colleagues.

JOB PURPOSE
To support the implementation of school based programmes including planning, monitoring, coordinating, and implementing the school feeding programme to enhance literacy levels in Karamoja and improve health and nutrition amongst school going children.

KEY ACCOUNTABILITIES (not all-inclusive)
Programme Management

1. Assist in the planning, creation and implementation of various school feeding activities and processes.
2. Resolve a range of operational queries and problems faced in the execution of feeding interventions in schools.
3. Oversee the work of the District Local Governments (DLGs), and school feeding focal points at district and sub-regional levels providing practical advice and guidance to ensure implementation according to programme objectives, standards and timelines.
4. Support in identification of capacity gaps, organise and conduct capacity strengthening activities for government stakeholders, school feeding focal points and others.
5. Identify and implement community engagement strategies to influence towards improved education, health, and nutrition outcomes.
6. Prepare termly call forwards and food release notes to ensure that all schools receive both food and non-food items in a timely manner.

Coordination

1. Participate in the preparation of donor missions, workshops, coordination meetings and other relevant events related to school feeding programme.
2. Collaborate with internal WFP stakeholders to ensure integration of school feeding programme with the other activities in the WFP Karamoja programme portfolio.

KEY ACCOUNTABILITIES 2
Integrate into the school feeding programme such cross-cutting issues such as nutrition-sensitive and gender transformative approaches, protection and accountability, climate security through promotion of clean cooking initiatives, equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities etc.

Programme Monitoring:
1. Regularly visit schools to monitor the implementation of the school feeding programme, identify the gaps in implementation and suggest actionable solutions.
2. Participate in meetings with communities, DLGs, lower local government entities, and development partners, and other stakeholders on issues related to school health, nutrition and education.
3. Collect and collate information within school feeding program to demonstrate best practices.
4. Monitor, update and track operational data related to the implementation and delivery of food, non-food commodities to schools.

KEY ACCOUNTABILITIES 3
1. Provide data and information to internal counterparts, DLGs and Ministry of Education & Sports Programme Monitoring Unit (PMU) to support effective collaboration, implementation, and monitoring of the school feeding programme activities.
2. Record school feeding programme monitoring data in corporate systems.
3. Participate in school feeding programme related assessments.


STANDARD MINIMUM QUALIFICATIONS
Education

University graduate with second-class honours bachelors degree qualification from a recognised university (certified by the United Nations Educational, Scientific and Cultural Organization - UNESCO) in Uganda in one of the following fields: Social and Behavioral Science, Sociology, Anthropology, Psychology, Education, Development Studies or another relevant technical field.

Experience
Demonstrated experience in humanitarian and development programming, community engagement and mobilisation. Experience working with communities at different levels, and in working in challenging rural contexts. Experience working in Karamoja would be an asset.


Knowledge and Skills
Ability to identify key variables and contextual factors that affect education, health, nutrition amongst school going children and adolescents to inform quality programme design or re-design. Ability to exhibit high level of creativity and innovation to design and implement school feeding programme in Karamoja context. Demonstrated understanding of basic technical concepts and data and their relevance to school feeding programme. Demonstrated understanding and application of basic principles of engagement with government counterparts at the sub-national and community level.

Language:

Fluency in written and oral English language. Ability to communicate in Ngakarimojong, Lebthur and/or Swahili languages is a requirement.
