CALL FOR TENDER
Médecins Sans Frontières France (MSF) is an international humanitarian aid organization providing free emergency medical assistance to distressed populations. MSF also ensures access to health care for its employees and their dependents. To ensure this in 2024, we are now seeking an insurer to provide medical cover in Uganda to our staffs & their beneficiaries spread within Uganda in different districts with the majority in Kampala and in Kasese. The contract duration will be for 3 years, renewable yearly.
SUBJECT: CALL FOR TENDER FOR MSF NATIONAL STAFF MEDICAL INSURANCE
Specifications: We are looking for a company to provide medical coverage insurance to our staff within Uganda. Our projects are in two (2) different locations within Uganda: Kampala and Kasese. The Families and beneficiaries of our employees lives across the country.
These project locations may change or increase depending on MSF activities in 2024. The total number of staff plus their dependents to be covered in 2024 are 775 lives (approx.)
The insurer must provide certifications on the below.
➤ Be a registered company within Uganda as per Ugandan laws.
➤ Must be registered with the Insurance Regulatory Authority of Uganda (IRA)
➤ Tax (AIT & VAT) registration certificate & TIN number
➤ Must share the Company profile (including Client list and Company Financial data for the last five years, etc.) to prove its existence, governance mechanism, and credibility.
➤ Must have affiliate hospitals/clinics widely in Uganda
and, more specifically, within the regions of Kasese and Kampala that accept the pre-paid insurance service of the company.
➤ Application letter (Cover letter) to participate in the tender, dated and signed.
➤ Completed, dated, and signed bills of quantities and estimates (detailed quotations).
Minimum Medical Coverage: The following are not limited; you are encouraged to add more coverage as you wish);
1. 100% cover for medical expenses in full (no cost sharing)
2. Medical examination at the time of hire and periodically
3. Primary care doctor consultation costs, lab and other tests, and medicines.
4. Pre-post-natal care
5. Hospitalization, Semi-Private room 6. Emergency dental care
7. Vision care
8. Emergency healthcare and follow-up plan for Daily Workers (non-contracted) MSF reserves the sole, unfettered and unconditional right to reject any or all the bids.

Offers should be submitted in sealed envelopes clearly marked TENDER FOR NSH or by email to the address below with the subject line TENDER FOR NSH.
Bids can be dropped into a box at the reception:

Notice: No monetary transactions, neither demands of favors in kind, nor other types of favoritism will be tolerated in the bidding process. MSF reserves the right to refuse to engage a company that has benefitted from such acts. All illicit demands of these types may be pursued through the judicial system.
