CALL FOR TENDER

Bidding Period: 6th - 20th August 2026

African Initiatives for Relief and Development (AIRD) is a non-profit humanitarian and development organization without any political or religious affiliations. AIRD aims at promoting the protection and seeking durable solutions for Refugees and Internally displaced persons (IDPs) in Africa, and capacity building. In Uganda, AIRD is the main logistics partner of UNHCR and implements fleet management, workshop management, fuel, warehouse management and refugee transportation.

AIRD invites potential bidders to tender for Construction works in Kiryandongo and Services under below lots:

A- Construction works

Lot 1: Construction of 3 Rub hall slab bases and installation of Rub halls at Kiryandongo UNHCR/AIRD logistics base.
Lot 2: Tarazo floor finish and improvement around the plinth wall of 6 Rub hall bases
Lot 3: Construction of interlocking paver blocks in front of the rub hall at Kiryandongo UNHCR/AIRD logistics base

B- Services

Lot 4: Provision of hot meal (Lunch) for Persons we serve at Nyakayojo Transit center in Mbarara

Eligible bidders should have:

• Valid Trading license for FY 2026
• Certificate of incorporation
• Tax clearance Certificate
• VAT registration certificate
• Company profile with clear Management, Administrative set up, Company form 7/20 certified by URSB
• Other Technical and financial requirements are specified in the bidding document.

Mandatory Pre-bid Conference and Site visit:

Qualified and interested bidders upon collecting bid document are requested to attend a Pre-bid and Site inspection meeting scheduled on 13th August 2026 at AIRD/UNHCR warehouse in Kiryandongo- Bweyale from 10:00am to 3:00 pm particularly for construction works.

Bid collection modality:

Qualified and interested bidders should request for bidding documents from AIRD in writing through Email: procurement@airdinternational.org during working hours from 8:30 am to 5:00 pm.

Modality for clarifications:

All inquiries concerning the bidding should be addressed in writing through the stated email before the closure of the bidding period or raised during the scheduled Pre-bid and Site inspection meeting.

Bid submission modality:

Two-stage envelope method will be used where bidders are expected to submit two sealed envelopes separately, one envelope containing a technical bid and the second envelope containing a financial bid which shall clearly be labeled “TECHNICAL and FINANCIAL BID” respectively for the lot bidding for, before deadline day of 20th August 2026 at 2:00pm and Addressed to: The Tender Committee (C/O Head-Procurement Department) Po Box 3225, Kampala, Uganda.

Bid opening:

Submitted bids shall be opened on 20th August 2026 by 2:30 pm at AIRD Office in Kampala, located at Martyrs Garden Road, Ntinda along UNEB.

The Organization reserves the right to partially or totally cancel the bids in the event of identification of better options without notice.

Any kind of lobbying will lead to automatic disqualification.
