MISSIONS/JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometres (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera. The Community Liaison Officer is responsible for upholding and sustaining a positive public image of EACOP. Among others, he/she will be involved in building a trustful relationship with all EACOP stakeholders including but not limited to impacted communities, CSOs and local authorities in Uganda. Under the responsibility and coordination of the Lead Social Specialist (LSS), the CLO works closely with the Stakeholder Engagement (SE) Coordinator and the Communication team to organize and coordinate dialogue and engagement between EACOP Project teams and its different stakeholders. The Jobholder reports directly to the Community Relations Supervisor and works closely with other departments.

ACTIVITIES
• Contribute inputs to the development of the Stakeholder Engagement Plan, its implementation and monitoring.
• Participate in the development of work programs and workplans
• Participate in the development, strengthening and implementation of the Grievance Management system
• Support and assist the Community relation supervisor with regard to community relations
• Coordinate with CRS to implement the Stakeholder Engagement Plan (SEP) and ensure the compliance of the field activities with international (IFC) standards and requirements.
• Monitor Contractors CLO team, support them and report any malfunction
• Participate in the daily site briefing with Security, Operations and Contractors Works closely with other project teams and Contractors to ensure respect and good relations with communities and stakeholders
• Help to maintain an updated listing of local stakeholders
• Participate to the monitoring of H3SE behaviour on the field and report any discrepancies
• Monitor (and when necessary, organize and lead) local stakeholders (authorities and communities) engagement: SH consultation, disclosure meetings, grievance committee meeting, etc.
• Make sure that local stakeholders are appropriately informed of the ongoing and future operational activities
• Verify and ensure proper understanding of all information communicated to local SH (no mixed messages are given to community; local language is used)
• Monitor community attitudes toward the project and ensures relevant information is conveyed to the Land & Social manager
• Ensure concerns, questions and expectations raised by local stakeholders are collected and reported to Land & Social Team
• Ensure grievances management system is duly implemented in the field
• Identify any critical or sensitive situation, report these to his/her manager and propose mitigation measures
• Identify opportunities to support initiatives benefiting local communities
• Comply with all reporting requirements including providing updates on status of grievances as required.
• Any other activities as determined by his/her manager

CONTEXT AND ENVIRONMENT
The main objective during the current stage is to ensure that all the conditions are in place for a smooth and efficient restart of the project in line with the established project standards whilst protecting the project’s technical achievements from the past 3 years.

ACCOUNTABILITIES
Contribute to essentially have a smooth and effective running of the EACOP Project in all matters highlighted in the present Service Description.

QUALIFICATIONS AND REQUIRED EXPERIENCE

• Bachelor’s Degree in Communication, Social Sciences, Social Work & Social Administration, Law, Community Psychology, or related discipline, minimum of 5 years professional experience working with rural communities in Uganda, preferably within the area covered by the future pipeline and terminal.
• Professional experience in community mobilization, education & dialogue, stakeholder engagement, grievance management experience especially in extractive industry is an added advantage.
• Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations, negotiation, conflict management skills.
• Proven ability to work independently and meet deadlines.
• Good Computer skills; report writing and analytical skills.
• Fluency in English (written and spoken), Luganda, Lunyoro, Runyankore, Rukiga other relevant local languages commonly spoken in the project area is essential.
• Good interpersonal skills and experience working in teams is essential.
