Objectives of the assignment
The Ministry of Lands, Housing & Urban Development is desirous to Prepare Storm Water Drainage Master Plans for Eight (08) USMID- AF Municipalities of Apac, Kitgum, Busia, Lugazi Kamuli Mubende. Ntungame and Kasese
The assignment is expected to achieve the following objectives;
Undertake a comprehensive diagnostic assessment of existing drainage network and determine the priority drainage development needs in 8 Municipalities
Prepare an Environmental and Social Feasibility Report for the drainage area assessed including land update requirements and strip maps
Prepare storm water drainage masterplans for each of the s Municipalities.
Scope of Work
• The consultant will be expected to support the Ministry of Lands, Housing & Urban Development to execute the following key tasks, in addition to other tasks that will be proposed in his/her approved methodology for the assignment
• Review the methodology and work plan submitted at tender stage, (ii) Carry out reconnaissance including identification of key drainage channels and documentation preliminary drainage challenges,
• Commence on collection and review of existing literature on drainage, spatial plans and strategies,
• Undertake Stakeholder Mapping and prepare a stakeholder engagement plan detailing how each stakeholder will participate under this assignment
• Conduct initial stakeholder consultations to document stakeholder input regarding drainage challenges and possible solutions. The consultations are expected to continue throughout the assignment period.
• Prepare an Inception Report based on the outline provided in the Terms of Reference
The short-listing criteria will include:
• Valid certificate of incorporation/Registration, Memorandum & Articles of Association as proof of legal status, valid Trading License. valid PPDA Registration Certificate, current Income Tax Clearance, valid NSSF Certificate & a Power of Attorney which if signed in Uganda shall be registered by URSB; or if signed outside Uganda shall be notarized authorising signature of the bid on behalf of the Bidder. (Each Firm must submit these documents)
A detailed profile of the organization:
• Presence of proposed key staff (Team Leader/Drainage Engineer. Hydrologist, Land Surveyor, Environmentalist, Sociologist, Quantity Surveyor, Physical/Urban Planner and GIS/CAD Technician) Successful bidders should not have conflict of interest in relation to the subject of the procurement, should not be suspended by PPDA. and must demonstrate legal capacity to contract and fulfilment of obligations to pay taxes and social security contributions in Uganda where applicable.
• Must have 5 years' General experience with at least two (2) assignments on drainage design studies, preparation of drainage masterplans/strategies in similar setting in Africa
• Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest Preference schemes shall apply when evaluating Request for Proposals from the shortlisted Consultants
