PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing heath challenges.
PATH plans to submit a proposal for the Global Fund (GF) Expanding access to quality-assured health products in Uganda through alternative delivery channels [Expand Access] project (primarily Private Pharmacies and Drug Shops). The project has two core objectives across HIV Prevention (and potentially treatment) and Malaria test-and-treat.
Objective 1: Provide a prevention bundle of products i.e., condoms, PrEP, PEP, and self-tests and related HIV prevention services in private outlets.
Objective 2: Improve the availability and uptake of quality-assured malaria rapid diagnostic tests (RDTs) and appropriate ACTs in private pharmacies/drug shops
ROLES AND RESPONSIBILITIES
The Consultant will:
- Profile and organize the necessary resource documents (MOH, open source, etc) to inform PATH’s process of writing a compelling and winning proposal for the GF Expand Access project.
- Conduct a landscape analysis to identify gaps and opportunities in HIV and Malaria services provision in the private sector in Kampala metropolitan area (Kampala City, Wakiso, Mukono and Mpigi districts)
- Conduct a root cause analysis of the issues that GF Expand Access project is seeking to address in the GF solicitation document to inform PATH’s proposal document.
- Draft technical sections of the proposal as agreed with the PATH leadership in Uganda
- Provide proposal drafts for review by the PATH teams
- Participate in design and proposal review sessions hosted virtually or in-person by the PATH office in Kampala
Note: The consultancy will last for a maximum of 6 business days that may include working on weekends because of the short turnaround time of the proposal.

Deliverable 1: Pink draft of the proposal for internal review (Uganda team)
