Background

Project:

SNV Uganda is implementing a three-year project - Sustainable Water Supply, Sanitation and Hygiene for All (SWaSSH4A) - with Austrian Development Cooperation (ADC) funding. SWaSSH4A started in January 2023 and builds on two successful phases of “Improving Water Supply Sustainability” IWAS I 2014-2017 and IWAS II 2019-2021 and SNV´s Sustainable Sanitation and Hygiene for All (SSH4A) projects (2014-2019). The project covers four districts in the Lango sub-region of Northern Uganda: Lira, Alebtong, Dokolo and Kole and will ensure sustained access to safe water supply for 237,500 people and access to improved climate-resilient sanitation for 50,000 people.

Challenge:
• Gender, equity and social inclusion (GESI) remains a challenge. Women carry major responsibilities related to WASH but are the most affected by poor or absent WASH services. Whilst water is mostly collected by adult females (67.4%) and females younger than 15 (12%) (SNV, 2021), trends have shown that they are left out in key decision-making processes in WASH service provision. Meanwhile the National Gender Policy (2007) enshrines the affirmative action by the Government of Uganda (GoU) in support of gender equity in the national socio-economic activities and encourages women to play a major role in decision-making. The Water and Sanitation Strategy (2018-2022) by The Ministry of Water and Environment (MWE) serves as reference point for gender mainstreaming for water and sanitation stakeholders aiming to empower men, women, boys, girls and vulnerable groups through ensuring equity in access to and control of resources in the water and sanitation sub-sector, contributing to poverty reduction. It has been noted that water supply sources involving women as managers have tended to function better and user groups tend to trust women more. Despite the efforts of the government through the National Policy on Disability to establish a conducive environment for participation of persons with disabilities (PWDs) in all spheres of life, they still face difficulties in terms of accessing the physical infrastructure like water sources and sanitation facilities.

Approach:
• The project places a strong focus on Gender Equity and Social Inclusion (GESI), in line with the donor’s country strategy to enable the rights of all to safe water and sanitation, in alignment with the SDGs, by systematically integrating a GESI perspective into the planning and implementation stages of interventions. Through targeted interventions, the approach creates opportunities for and strengthens capacities of women, girls, and potentially vulnerable groups to engage in the political sphere and influence WASH decision making. The ambition is for governments and private sector to mainstream gender equality and social inclusion in their delivery of WASH services to enable the rights of all to safe water and sanitation. The project embraces the below 4 areas of intervention, going beyond equitable outcomes and building capacity to provide services in a transformative and inclusive manner:

Task:
• The consultant will conduct a Gender Equality and Social Inclusion analysis to understand preferences, barriers, gaps and opportunities to inform SWaSSH4A activities, indicators development and workplans.

Qualifications
Due to its low complexity and size, the assignment will be best undertaken by an individual consultant.
• Bachelor and/or master’s degree in water, sanitation and hygiene or closely related area with good knowledge and experience in GESI issues OR
• Bachelor and/or master’s degree in social science, gender or closely related area with good knowledge and experience in the water, sanitation and hygiene (WASH) sector in Uganda.
• Prior working experience working in WASH Sector and understanding of WASH Sector Policies and legal/regulatory frameworks that drives WASH sector in Uganda.
• Previous experience in Conducting GESI Studies in particular is of essence.
• Working experience in the project districts /and or northern region is an asset.
• Documented experience in conducting research using qualitative and quantitative methods.
