Consultancy One: CALL FOR EXPRESSION OF INTEREST
Title: To conduct a baseline survey and its validation for the 'Six Agencies for Equity and Resilience in Health, Education, Economic, and Livelihoods (SAFER HEELs)' Project in the districts of implementation namely; Adjumani, Terego/Madi-Okollo, Kamwenge, Gulu, and Yumbe, focusing on SRHR, GBV, Mental health, diversity/inclusion and climate change among others.

Background
The Six Agencies for Equity and Resilience in Health, Education, Economic, and Livelihoods (SAFER HEELs) - is a collaborative initiative bringing together six grassroots and community-based organizations committed to advancing gender equity, social justice and community resilience. The consortium works in five districts of Adjumani, Terego/Madi-Okollo, Kamwenge, Gulu, and Yumbe to improve outcomes in health, education, economic empowerment, and livelihoods, particularly for marginalized women, girls, refugees and other vulnerable populations in Uganda. Grounded in the understanding that the challenges faced by the marginalised groups are complex and interconnected, SAFER HEELs project adopts a comprehensive, multisectoral and community tailored approach. The project focuses on enhancing access to quality health services, including mental health and Sexual and Reproductive health, expanding educational opportunities and skills development, and strengthening economic and livelihoods resilience of marginalized women and girls in Uganda.

We are seeking the services of a competent and qualified consulting firm or individuals to conduct a baseline survey to inform the project implementation and come up with the guiding indicators for evaluation during the project evaluation.

Scope of work

  • Develop a detailed baseline study methodology and sampling plan
  • Design, pre-test, and administer baseline data collection tools
  • Recruit and train enumerators (if needed)
  • Conduct field data collection across the districts of operation
  • Ensure ethical data collection, management, and quality control throughout the study process
  • Analyze findings and prepare a detailed baseline report
  • Organize half-day validation workshop for the dissemination and discussion of findings.
  • Incorporate validation feedback and make final report

Qualifications

  • A bachelor's degree in social Sciences, Economic, Statistic, Development Studies, and any other related field.
  • A master's degree is an added advantage
  • A PhD is an asset
  • At least 5 years of proven experience in conducting baseline surveys, evaluation or research assignments for humanitarian and development context.
  • Proven experience working in similar sectors (e.g livelihood, education, health, gender equity etc.)
  • Previous experience conducting baseline survey for donor-funded project (e.g UN, EU, USAID etc.) is an added advantage
  • Demonstrated experience with both qualitative and quantitative research methods (surveys, focus group discussions, key informant interviews etc.)

Required skills

  • Strong skills in designing data collection tools and adapting them in different context
  • Experience in using data analysis software such as SPSS, excel, Stata etc.
  • Strong understanding of ethical standards in research, including confidentiality, informed consent, and data protection.
  • Ability to produce high-quality analytical reports with actionable recommendations
  • Ability in organizing and facilitating validation workshops or stakeholder engagement.
  • Ability to deliver assignments within tight deadlines without compromising quality.
  • Ability to speak local languages or have team members that speak local languages of the implementing locations

Consultancy Two: CALL FOR EXPRESSION OF INTEREST
Title: To conduct Capacity assessment for the SAFER HEELS consortium members to identify areas of capacity strengthening and improvement for enhanced service delivery and accountability to ensure quality implementation and impact harvesting. The assessment will also include a SWOT analysis, evaluating each member organization's strengths, weaknesses, opportunities, and threats in context to their implementation of the SAFER HEELs project.

We are seeking the services of a competent and qualified consultant to conduct capacity assessment to enhance capacity of the consortium members to ensure accountability and quality impact harvesting.

Objectives of the Capacity Assessment

  • To assess the institutional, technical, programmatic and operational capacities of SAFER HEELs consortium members to identify key gaps and areas for improvement.
  • Suggest actionable and context-specific strategies for capacity strengthening that will enhance organizational effectiveness, service delivery and impact across the consortium.
  • To give recommendations for strengthening systems of accountability and performance monitoring among consortium members to ensure transparency, compliance and alignment with project goals and stakeholders requirements.
  • To conduct a comprehensive SWOT analysis of each consortium member, examining their strengths, weaknesses, opportunities, and threats in relation to their specific role and contribution to the implementation of the SAFER HEELs project.
  • To inform the development of a targeted capacity-building plan that supports sustained quality implementation, improved coordination and effective impact harvesting across the consortium.

Scope of work

  • Review project documents, frameworks, organizational materials and existing capacity building efforts.
  • Develop and present an inception report with a detailed methodology, tools, work plan and key deliverables.
  • Design tailored capacity assessment tools (e.g., organizational capacity assessment tools, SWOT analysis templates, surveys, and interview guides).
  • Validate the tools with stakeholders for relevance and contextual fit
  • Conduct field visits to assess operational and program delivery aspects of consortium members including governance, human resources, financial management, service delivery systems, monitoring and evaluation, and community engagement.
  • Analyze collected data to identify capacity gaps and strengths
  • Prepare a detailed capacity assessment report, including findings, recommendations, capacity profile of all consortium members and a proposed capacity strengthening plan highlighting specific needs and priorities.
  • Analyse and Present the findings to the consortium and facilitate validation and feedback sessions

Qualifications

  • Demonstrated experience in designing and conducting institutional or organizational capacity assessments, especially for NGOs, or consortia.
  • Strong knowledge of organizational strengthening, governance, systems thinking, and change management.
  • Proficiency in assessing MEAL systems, data management, and adaptive learning mechanisms.
  • Understanding of project cycle management and implementation best practices.
  • Skilled in data collection, analysis and knowledge of both qualitative and quantitative methods.
  • Capacity to identify root causes of performance gaps and propose practical, context-sensitive solutions.
