Customs Manager -Procurement & Contracts
Location: Kampala, Lake Albert production installation base or other cities in Uganda if required.
Primary Function:
• Management of the custom and corporate
compliance across the entire Company, ensuring that all process are correctly adhered to.

Responsibilities:
• Manage both customs and trade compliance across the Company, ensuring that all global regulations are understood. Responsible for determining customs classifications and regulatory requirements (licenses & certificates)
• Ensure the highest compliance levels for all customs and government agency requirements across all staff and teams.
• Oversee entry auditing and reporting results and recommendation for improvement. Ensure Company controls, policies, procedures, processes and applications are all understood by the team and implemented accordingly.
• Manage the Company's interface using customs authorities.
• Set group objectives, strategies and design performance reporting tools.
• Prepare and manager the customs budget and ensure there is value for money in regards to budgets and cost cutting
• Arrange for tax exemption and execution of import customs bonds for temporal imports.
• Compile SOPs to comply with PSA, JOAs obligations, benchmarking the best practices in the oil industry,
• Establish and seek approvals with FIN for budgets: monitor and report against such as per agreed schedule and limits.
• Develop a freight forwarding standards that will be used as a work manuals both internally & externally
• Develop Technical work groups between JVs and the competent Authorities to solve logistics issues
• Adhere to SLAs with identified clients and act as liaison function between SCM planning and all projects.
• Manage major contractors with respect to SOPs, performance and contractual issues.
• Elaborate schedule and ToRs for Customs Audits, internal and external.
• Generate statistics and reports on both cargo & personnel movements Carry out periodic route surveys across the East African route Corridor
• Responsible for preparation of a detailed expediting plan for both imports & exports and share it with LSPS Maintain communication with Suppliers, vendors and shipping contacts throughout the procurement processing
• Other duties assigned by Superior.

Requirements:
• Bachelor's degree or above in Planning, Logistics management, Supply Chain Management or the related. IATA /IMO DG Certificate.
• Certificate in the East African Customs Freight Forwarding Practicing Certificate (EACFFPC).
• Masters in a Logistics related field is preferred CILT certificate is an added advantage
• At least 8 years related working experience, 3 years of supervisory/managerial experience. Experience with air, ocean, rail and road freight forwarding is required.
• Comprehensive experience with all SCM disciplines is required
• Experience of Oil and Gas Freight Forwarding Operations in preferred.
• Experience working in Africa on the above is Preferred

Knowledge:
• Extensive knowledge of logistics and foreign trade process.
• Knowledge of declaration, import and export transportation. Intensive knowledge of EMMS required.
• Skillfully use office software and SAP system.
• Excellent skills for office software: MS Word, Power Point, Excel.
• Understanding of oil E&P
