JOB DETAILS:
Job Purpose
The Deployment and Operation Controller supervises and controls the construction of the passive network (OSP) as well as its operation and maintenance in operational conditions. He implements the Company’s operational model in Uganda with the objective of building and operating the OSP network in excellent technical conditions. He/she ensures that the deployment schedule of the fiber optic telecommunications network is respected and that, in coordination with his/her internal operational teams, the other company’s departments and the service providers, the company’s FTTH network is implemented with the technical and quality level required to achieve the operating and growth objectives.

Duties And Responsibilities
• Technical coordination of the construction of the OSP network
• Participation in the preliminary design studies (staking and survey of cable trays and civil works)
• Ensures and controls the respect of the construction schedule
• Controls the completeness and quality of the tools and materials of the deployment teams
• Monitoring and reporting on the progress of the construction:
• Daily update of the construction follow-up (quantity survey, status, quantity)
• Identification of alert points related to the network deployment (by assessing the impacts and potential changes in the short and medium term);
• Identification of technical risks that may affect the quality of service
• Ensures compliance with the company’s FTTH network design and construction rules, including the following:
• Civil engineering works
• Installation of the poles
• Cable pulling and installation
• Fiber soldering in boxes and terminal blocks
• Urbanization and cabling of street cabinets and cross-connect points
• Controls the good organization of the site by the service providers and the deployment teams
• Control the quality of operations and prevent their degradation (e.g. by proposing alternative best practices)
• Ensures the proper reporting of the inventory information to the design teams to keep the network inventory data up to date
• Participates in activity monitoring committees between GVA and its deployment providers
• Reconciliation of monthly service quantity attachments.
• Controls the acceptance of work: identification of defects, checks the completeness and accuracy of the acceptance documents submitted by the contractor, participates in the lifting of reservations
• Control of the respect of the security rules
• Ensures that the personnel involved and supervising the work are authorized and sufficiently trained to carry out and supervise work at heights and near an electrical network
• Controls the wearing of PPE by the OSP network deployment and maintenance teams
• Controls working conditions on the roadside: consistency of marking, presence of personnel dedicated to slowing down or diverting traffic, compliance with parking rules
• Ensures compliance with safety standards, the Company’s goal being ZERO ACCIDENTS
• Urgently report risky situations to his or her superiors and suspend work if safety standards are not met
• Maintains close operational relations with partners, such as electric utilities and owners of infrastructure used by the company network:
• Realization of technical visit of validation of course
• Participation in monitoring committees and site meetings when necessary
• Implements and coordinates the operating procedures for the co-exploitation of passive infrastructures (poles /ducts) with their owners and operators
• Facilitates discussions with private owners of infrastructure or land useful for the deployment of the OSP network (private poles, parcels for street cabinets, etc.)
• Technical coordination of maintenance services (OSP network)
• Controls the respect of the specifications of the OSP network maintenance service
• Coordinates with Design and NOC for preventive maintenance planning.
• Supervises the proper execution by the service provider(s) of network surveillance patrols and preventive maintenance interventions
• Supervises the respect of the intervention and restoration deadlines of the optical links
• Coordinates with the other departments, and in particular the Customer Relations and the NOC, the declaration and follow-up of incidents impacting
• Ensures the correct feedback of the inventory information to the design teams to keep the network inventory data up to date (GIS maintenance tables, updating of design documents following maintenance work)

Qualifications & Experience
• Experience +/- 2 years in the supervision or execution of works in the telecommunications sector, infrastructure deployment (water, electricity, etc.), public works or construction.
• Mastery of the technical constraints related to fixed telecommunications networks and fiber optic networks in particular
• Higher education such as engineering school, BTS, University degree or technical degree (specialization in telecommunications, public works or electricity)
• Driver's license
• Mastery of computer tools and the office pack
• Fluency English, French is a most
