JOB DETAILS:
Overview:
IBTCI is seeking a Deputy Chief of Party (DCOP) for an upcoming USAID/Uganda Monitoring, Evaluation Learning and Strategic Information (MEL-SI) platform operating out of Kampala, Uganda. The general objectives of this project include: strengthening evidence-based programming within USAID/Kampala and among implementing partners in support of the country’s development cooperation strategy; implement a comprehensive management and reporting system; support the Government of Uganda information systems pertaining to orphans and vulnerable children; and analyze the effectiveness and sustainability of initiatives pertaining to gender, equity, social inclusion, localization, climate resilience, and private sector engagement. This position is contingent upon award. Uganda citizens and residents are encouraged to apply.

Responsibilities
Essential Duties/Tasks and Responsibilities:
• Collaborate with the COP to manage program resources, technical implementation, and completion of work plan activities and program deliverables.
• Lead the preparation of annual workplans and annual budgets for all project activities.
• Participate in the management of annual workplans and budgets.
• Support the COP in the coordination of roles and responsibilities of Specialists.
• Support the COP in the coordination of activities implemented by sub-contractors.
• Manage internal operations within the project.
• Lead Budget vs Actual reviews.
• Guide the preparation of SOWs for all consultants hired by the project.
• Comply with all IBTCI regulations pertaining to personnel management and the procurement of goods and services in support of project activities.
• Support the extraction, cleaning, mining, compilation, analysis and visualization of PEPFAR and non-PEPFAR data (e.g., malaria, TB, reproductive health and MCH).
• Contribute to the design, piloting and revision of data collection tools based on client and field needs.
• Lead the development, finalization, and revision (as / when needed) of contract technical deliverables (Monitoring Plan, Learning Plan, Monthly, Quarterly, Semi-annual and Annual Reports, Training Materials, IP Workshops, Lessons Learned Report and Final Report).
• Lead DQAs.
• Coordinate all training activities.
• Present findings and lessons learned as required.
• Conduct quantitative and qualitative field research as needed.

Qualifications
Minimum Requirements:
• At least ten years of experience in M&E plan design, data collection, and conducting qualitative and quantitative field research.
• At least five years of experience in team management and/or Deputy Chief of Party responsibilities.
• Previous experience providing technical support to M&E support projects, or large-scale evaluations

Education:
• An advanced degree in public health, epidemiology, nutrition, demography, statistics, project management, international development, or related field

Preferred Knowledge, Skills and Abilities:
• Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, Key Informant Interviews, and small- and large-scale surveys.
• Previous experience implementing, monitoring, or evaluating humanitarian programs in: WASH, health, logistics and relief commodities, shelter, protection, and food assistance.
• Strong understanding of local context and conflict zone challenges.
Proven ability to manage a team to ensure timely and quality submission of project deliverables.
