Job Summary:
The Desk Officer Leads the REAP, REAL/ FAHU field Teams in Western Uganda region and Karamoja as well as supports the programs department in proposal development, overseeing the program implementation which includes participating at national- level coordination and planning meetings, Networking with ADRA Uganda supporting offices, government, relevant national-level platforms, UN cluster working groups and other stakeholders

Key Duties and Responsibilities:
• Provide overall leadership, management and technical support in the planning, implementation, monitoring and evaluation and reporting on all activities of the programs/projects in western Uganda and Karamoja region. Ensure that the program development objective, outcome/Output indicators are achieved.
• Ensures that the REAP program, REAL/ FAHU project implementation is in relation to the ADRA DK/Danida Global strategies and as per the policies, mission, and operating principles of ADRA Uganda and the Supporting partners
• Ensure that best practices and lessons learned are shared and adapted across implementing ADRA field offices
• Oversee all program staff (REAP, REAL, FAHU) and provide them with the necessary leadership, guidance, and
• direction as well as technical moral support they need to perform their duties effectively and efficiently.
• In collaboration with Programs Director/ Programs Manager and MEAL Officer develop REAP, REAL/FAHU M and E tools and ensure timely M&E of the program progress and document and share findings with ADRA management, donor, & other relevant stakeholders for appropriate actions.
• Ensure financial control and budget adherence in all program operations in collaboration with the program accountant and ADRA Uganda finance manager. Prepare, merge, analyse and submit a quarterly narrative report from two implementing regions to ADRA Uganda management and donor.
• Oversee security of the program/projects personnel and property
• Be a custodian of all program assets and ensure their right allocation and utilization Maintain linkage and collaboration with the program structures and local government authorities and other NGOs and relevant institutions in line with the program design. Ensure that DIPs are designed for each implementing region are in place, Develop KPIs for managers and coordinator REAL, FAHU, Coordinators REAP, M&E officer. Represent ADRA Uganda and program at various forums at regional and national levels.
• Spearhead program designs and program proposal writing for continuation and expansion of the program
• Organize and chair monthly Program Management Committee meetings and share reports with the programs Director • Participate in Bi-monthly Procom meetings (Comprised of All ADRA project Managers) as well hold PMC meetings at field level

Qualifications, Skills and Experience:
• A bachelor's or master's degree in a relevant field such as international development, business administration, public administration, social science, Education, Monitoring and Evaluation or a related discipline.
• Specialized training or certification in project management, leadership, or relevant areas could be beneficial. Proven experience in managing teams, preferably in the context of international development, NGOs, or related fields. Not less than Seven (7) years' experience working with development intervention in the same capacity.
• Experience working in Uganda or similar contexts with an understanding of local dynamics, cultural sensitivities, and government regulations.
• Experience managing projects funded by international donors, particularly DANIDA or similar agencies, with a strong understanding of donor compliance requirements and reporting standards.

• Strong leadership and management skills with the ability to inspire, motivate, and mentor a diverse team of individuals.
• Ability to foster a collaborative and inclusive work environment that values diversity and promotes teamwork.
• Effective communication skills, both verbal and written, including the ability to represent the organization to external stakeholders, donors, and government officials.
• Strategic Planning and Implementation: Ability to represent the organization at field and national level coordination level meetings
• Ability to develop and implement strategic plans and initiatives that align with the organization's mission, goals, and donor priorities.
• Strong analytical and problem-solving skills with the ability to identify challenges, develop innovative solutions, and adapt to changing circumstances.
• Financial Management and Budgeting:
• Proficiency in financial management and budgeting, including experience developing and managing budgets for diverse programs projects and programs.
• Familiarity with donor financial reporting requirements and ability to ensure compliance with financial policies and procedures.

Cross-Cultural Competence:
• Sensitivity to cultural differences and ability to work effectively in diverse and multicultural environments. Demonstrated ability to build relationships and work collaboratively with local communities, government officials, and other stakeholders.
• Commitment to promoting gender equality, human rights, and environmental sustainability in program implementation.
