The Executive Director, Legal Services Directorate (General Counsel) provides strategic leadership and comprehensive legal advisory services to the organisation, ensuring that all policies, operations, decisions and resolution actions are legally sound, compliant with applicable national and international frameworks, and aligned with the institution's mandate and strategic objectives.
Responsibilities
- Provides strategic leadership and governance oversight of the Legal Services Directorate
- Oversees the development, implementation and monitoring of the Directorate's strategic plans and budgets, compliance, risk management and delivery of agreed performance outcomes
- Provides legal advice to the Board and executive leadership in respect of banking, financial stability, institutional governance and risk
- Leads the review, formulation and drafting of legal/regulatory instruments relevant to the banking and the financial sector, in collaboration with stakeholders
- Provides strategic legal oversight for the resolution of distressed supervised financial institutions
- Oversees the preparation, negotiation and execution of agreements and other contractual documents
- Provides oversight of litigation and other adjudication processes involving the organisation, including managing external legal counsel
Capabilities
- Mastery of legal drafting, policy analysis and research skills
- Proficiency in litigation, dispute resolution, and commercial negotiation
- Experience in designing and implementing legal risk and compliance frameworks
- Demonstrated track record in strategic planning and budgeting.
- Experience in stakeholder and project management.
Requirements
- A minimum of 15 years of post-enrolment experience, of which at least 5 years in a senior level leadership experience in a central bank, financial institution or financial regulatory body or a leading commercial law firm or consulting firm with demonstrated expertise in banking, finance, corporate governance or financial regulation.
- A first-class or second-class (upper division) bachelor's degree in law (LLB Hons) from a recognised university.
- A master's degree in law (LLM) specialising in commercial law, banking and/ or financial institutions regulations is mandatory.
- A Post graduate Diploma in Legal Practice.
- Enrolment as an advocate of the High Court of Uganda with a valid practicing certificate.
- Professional certification in corporate governance, financial regulation, or compliance is an added advantage.
