The Executive Director People, Culture & Administration Directorate (EDPC&A) provides strategic, people-centered leadership and oversight of the Bank's People & Culture, Administrative Services, Medical Services, Security Services and Pension Administration Departments to strengthen organisational culture, institutional capability, and operational excellence.
Responsibilites
- Leads culture transformation initiatives to embed organisational values, collaboration, accountability and service excellence
- Directs talent management, leadership development, performance, and employee relations
- Oversees administrative services, facilities, fleet, records and office services for efficient and customer-focused support
- Oversees medical and wellness programmes to promote maintenance of health standards and employee well-being
- Superintends security operations to safeguard people, assets, and information through robust security frameworks and emergency readiness
- Ensures transparent and compliant pension administration for staff and retirees
- Establishes policies with global best practices in People & Culture, Pension Administration, Medical, and Security Services
- Drives digital transformation within the EDPC&A to enhance efficiency and employee experience through modernisation efforts
- Advises executive management on people, culture and operational matters
Capabilities
- Strategic human capital management experience including talent management and leadership, HR policy design and workforce planning
- Experience in leveraging data analytics and HR technology to drive insights
- Proven ability to lead organisational culture and change leadership
- Understanding of governance, compliance and risk management
- Administration and facilities management, including security operations oversight
- Capability in managing medical and wellness programmes
- Knowledge of pension scheme administration
- Experience in project and stakeholder management
Requirements
- A minimum of 15 years of relevant experience, with at least 5 years in a senior management role in areas of human resource management or corporate services at the level of the Head of Department, Directorate or equivalent
- A first-class or second-class upper division degree from a recognised University in Human Resource Management, Social Sciences, Industrial & Organisational Psychology, Business Administration, Social Work & Social Administration and Public Administration
- A master's degree qualification in any of the above fields is mandatory
- Professional certification in either Human Resource Management, Management, Project Management, Strategy, Funds/Pension Management (such as CIPD, SPHRI, ICPM, PMP, CSMP, Prince2, BSP, Trustee Certification) is an added advantage.
