EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF BOAT AND CREW SERVICES FOR LIGHT UNDERWATER INTERVENTIONS AND THE TRANSPORTATION OF PERSONNEL FOR THE TILENGA PROJECT IN UGANDA

TotalEnergies EP Uganda (Company) as Operator of Contract Area (CA) 1 and License Area (LA) 2 North, in conjunction with its Joint Venture partners, invites experienced and reputable companies to express interest to provide boat and crew services for light underwater interventions and the transportation of personnel for the Tilenga project.
General Field Development Description:
The Tilenga project is located in the North-Eastern area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block. There are four vertically stacked reservoirs that are developed in the Project. The reservoirs are presumed to be disconnected and will be developed individually. Laterally, the reservoirs are compartmentalized through a series of faults. The surface facilities include well pads (30+), an. industrial area containing a Central Processing Facility (CPF) and other facilities. There is re-injection of produced water into the reservoirs.
Scope of Work broadly inclures:
cargo up to 1 tonne, able to berth safely at the LWA for pax transfer and able to be transported on a trailer.
The Minimum Requirements to Participate in the Prequalification Process Include:
• The vendor MUST be registered on the National Supplier Database managed by the Uganda Petroleum Authority.
• Must have the financial capacity to provide the required services
• Should meet the minimum specifications as described in the Scope of Work, where high safety standards are a key consideration.
• Must be authorized or in partnership with the proposed original manufacturer.
• Must have established maintenance workshop in Uganda with adequate parts stock levels
• Must provide proof of performance of similar services in Uganda
• Should demonstrate commitment to the statutory National Content requirements for oil and gas operations as detailed in 2016 Upstream Petroleum Regulations. Must have suitably qualified and experienced personnel Must comply with National and International laws and
• To Provide Boat services with competent/certified crew for the transportation of personnel (+/- 10 pax) between the onshore operational area and Lake Water Abstraction (LWA) platform. located in Lake Albert, for light underwater interventions (diving and ROV) and for lake surveys. The boat should be in aluminum with 2 powerful outboard motors with propeller guards, fully eq. ulpped as per the regulations, davit, provided with a ladder, se ats and belts and roof protection for pax, deck space for small regulations.
• Must have a Health Safety and Environment (HSE) management system, quality policy, and related procedures in compliance with local and international standards.
