EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO CARRY OUT A COMPREHENSIVE SYSTEM STABILITY AND SECURITY STUDY FOR THE UGANDAN GRID

PROCUREMENT REFERENCE NO: UETCL/CONS/2022-2023/00395

1. Uganda Electricity Transmission Company Limited (UETCL) has allocated funds to be used for the acquisition of the Consultancy Services described above.
2. The Consulting Services (the Services") include assisting the Uganda Electricity Transmission Company Limited to carry out a Comprehensive Stability and Security Study for the Ugandan Grid.
3. Scope of Services

UETCL wishes to hire the services of a Consulting firm to carry out a comprehensive stability & security study for the Uganda grid on its behalf. The scope of services under the assignment will include: Ease continuity of modelling using existing models using the PSSE or PSSS sincal as a modelling software, Data collection of power models and associated data, Data validation and analysis of power models and associated data, Static & dynamic model development, Steady state fault level and contingency analysis, Dynamic stability analysis and others as indicated in the Terms of Reference (TORS).

4. The Entity now invites eligible consultants to submit sealed expressions of interest (EOI).
5. Interested Consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation.
6. The short listing criteria will include:
7. Cover letter. Consulting firm will be required to submit a signed letter of bid, accompanying their EOI.
8. Certificate of incorporation or its equivalent
9. Submit a consulting firm's organogram to demonstrate firm's technical and managerial capacity.
10. In case of a Joint Venture, the applicant should include a joint venture agreement or an intention to enter onto a JV agreement of the parties.
11. Minimum of 5 years' experience in under taking system stability and security of the grid studies or similar assignments
12. A consulting firm should have undertaken at least 3 similar assignments related to the grid stability and protection coordination studies on high voltage integrated grid networks with two (2) of the 3 assignments in sub-Saharan Africa.

Personnel Skills

The consultant is required to demonstrate the capacity to mobilize the key experts to include Transmission System Operations Expert, System Analyst- Senior Dynamic System Analyst, Power Generation Development Planning Analyst, VRE Integration Analyst. The CVs for the experts should be submitted.

The required qualification and experience of the required experts are indicated in the TORS.

Consultants, will be selected in accordance with the PPDA guidelines for selecting consultants under Expression of Interest (EOI), Quality Cost Based Selection (QCBS) method which can be obtained on the UETCL website (www.uetcl.go.ug .
