Job Description:
International Advisory, Products and System (i-APS) has been contracted by the United Nations World Food Programme, WFP Uganda Country office to conduct the Decentralized Evaluation of Promoting Self-Reliance with Livelihood, Asset Creation and Resilience Interventions in Uganda.
The evaluation will inform the self-reliance and livelihood strategy by providing robust evidence on what has worked well, what may need adjustment to ensure quality programming including suggestions on how to create self-reliance of the beneficiaries through resilience and livelihood interventions that will be implemented in the forthcoming Country Strategic Plan (2026-2030). The Evaluation will suggest interventions that best serve beneficiaries aimed at strengthening their capacity to build resilience to the shocks.
This evaluation will Provide a robust evidence base to better understand emerging results aligned to the CSP outcomes and, outputs contributing to self-reliance and livelihoods of the intended beneficiaries. The evidence shall be referenced to inform decision making regarding design, programming, implementation, fundraising and advocacy.
The evaluation will also Identify lessons, best practices for replication, scale up and areas of synergy with the previous and existing government services such as the Parish development Model, Youth Livelihood programs and other related programs/interventions aimed improving incomes and welfare of all Ugandans at the household level. Recommendations shall be derived and included for consideration on lessons, what works, points of entire and synergies for inclusion in the WFP CO Livelihood strategy.
This evaluation will use both Quantitative and Qualitative methodology and will be conducted in the Karamoja region, and refugee settlements in the Northern, West Nile and South Western regions of Uganda. We therefore seek to recruit a team of dedicated Field Enumerators with experience in conducting both Quantitative and Qualitative methodology to collect data.
Report to: The Field Enumerators will report to the Field Coordinator.
Duration: This is a short term contract, approximately from mid august to mid September. The exact number of days will be defined.

Location: Kiryandongo, Nakapiripirit, Moroto, Kotido, Kaabong, Yumbe, Terego, Koboko, Obongi,
Adjumani, Madi-Okollo, Lamwo, Isingiro, Kamwenge, Kikuube, and Kyegegwa

Main Duties/Responsibilities:
• Participate in training and pretesting of data collection tools prior to the field data collection (quantitative surveys)
• Administer and obtain Informed Consent from participants
• Conduct quantitative data collection (surveys) under direction of Field Coordinator
• Enter responses accurately (without alterations or omissions) during the interviews onto the tablet using KOBO Collect (enter data with diligence).
• Syncing the data collected daily to the server
• Conduct qualitative data collection, if it is requested by the Field Coordinator
• Verbatim Data Transcription for each qualitative data collected
• Daily update on the data collection to the Field Coordinator
• Participate in data quality control and assurance, and respond to all data queries that may arise
• Answer questions that the respondents may ask before and or during the course of data collection
• Protect the tablets being used for the data collection
• Participate in de-briefing meetings at the close of data collection
• Take care of all field data collection tools and equipment such as tablets ● Execute any other duties assigned by the field coordinator

Education Qualification

• Minimum of a Bachelor’s degree in Nutrition, Agribusiness, Economics, Social Sciences, Development Studies, Social works or any other related course.

Other requirements.
• At least 2/3 years of experience in conducting face to face survey, Key Informant Interviews and Focus group discussions
• Possession of a Certificate in Good Clinical Practice and/or Human Subjects Protection
• Ability to work well in a team
• Prior experience in conducting evaluations in Refugee settlements
• Good knowledge of ethical principles in conducting evaluations
• Experience in using KOBO Collect (or any similar programme) for electronic data collection
• Experience in transcribing KIIs and FGDs
• Knowledge/working experience in one of the evaluation target locations of Kiryandongo, Nakapiripirit, Moroto, Kotido, Kaabong, Yumbe, Terego, Koboko, Obongi, Adjumani, Madi Okollo, Lamwo, Isingiro, Kamwenge, Kikuube, and Kyegegwa.
• Fluent in English language (reading, writing and speaking)
• MUST be able to fluently speak and write one of the following local languages; Lugara, Madi, Acholi, Juba Arabic, Bari, Dinka, French,Nga Karimojong, Runyankore-Rukiga, Runyoro, and Rutoro
• MUST be available for the entire duration of the data collection.
