Uganda Electricity Transmission Company Limited (UETCL) is a public Limited Company, | which is wholly owned by the Government of the Republic of Uganda, and holds the following operational licenses. System Operator, Operation of the High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power and; Public Infrastructure Provider (for ownership and operation of the Optic Fibre).

Job title: Head Information and Communication Technology (ICT)
Department: ICT Department
Reports to: Chief Executive Officer

Job Purpose:
The Head ICT will lead the ICT Department and is responsible for facilitating UETCL in achieving its corporate objectives through the utilization of Information Technology and Communication Resources in a cost effective manner.

Specific duties/Accountabilities/Key Result Areas:
• Directing and administering all Information and Communication Technology activities and affairs of the organization.
• Monitor the day-to-day information technology and communication related operations of the company and facilitate management in the implementation of the ICT Strategy.
• Provide Information Technology and Communication advisory support to the senior management team including but not limited to the effective and efficient management and utilization of the company's ICT resources and systems.
• Carry out continuous assessments of UETCL's Information Technology and Communications needs, specifying needs, specifying appropriate requirements including the implementation of the same to meet the identified needs
• Carry out continuous assessments and identification of UETCL's Information Technology and Communications risks and recommend appropriate mitigation measures to senior management
• Develop and implement reliable and quality ICT Support and training on business processes for all UETCL Staff. vii. Develop and recommend appropriate ICT Systems Security, business continuity and disaster recovery plans for UETCL.
• Develop and recommend ICT Strategies, policies, work plans and budget proposals for UETCL
• Design and recommend appropriate Optic Fibre infrastructure for UETCL
• Develop and Market Optic fiber business.
• Design and recommend appropriate Information Technology and Communication related Solutions to support UETCL's power systems operations
• Ensure compliance with applicable statutory provisions on Information Technology and Communications related matters
• Promote effective stakeholder management mechanisms including but not limited to UETCL's regulations, clientele, suppliers and ICT Sector Players within the ambit of the Information and Communication Technology Department
• Organise, lead and manage the Information and Communication Technology Department in accordance with UETCL Staff Regulations and Company Policies
• Contribute to high customer satisfaction, external stakeholder confidence and competence of employees by maintaining a productive relationship with stakeholders.

The Person Specifications:
Education, Work Experience & competences:
• Bachelor's degree in Electrical or Communication Engineering. Information Technology, Information Systems, Computer Science, Statistics or ICT related discipline.
• Must have a master's degree in any of the above related fields.
• A minimum of 10 years' ICT systems and Infrastructure experience, 7 years of which should have been at management/Network Administrator Level.
• Experience in implementation of Core Network infrastructure of a public entity at Project Manager Level
• Must demonstrate excellent knowledge and understanding of Data Communication Networks with routing, switching and security experience. This demonstration should be in the form of certification as Certified Network Associate or Certified Technical Engineer
• Experience in provision of internet service to organisations/institutions
• Proven good Management and interpersonal skills
• Must have good analytical and communication skills.
• Must demonstrate a background of personal and strategic leadership.
• A person of high integrity, must be highly motivated, innovative and a committed team player.
