Summary of the Health Program in Uganda

Background

The Carter Center (TCC) is a Not-for-Profit, Non-Governmental Organization founded in 1982 in Atlanta, GA, by former U.S. President Jimmy Carter and his wife, Rosalynn, in partnership with Emory University. The Center has helped to improve millions of lives in more than 80 countries by waging peace, fighting disease, and building hope. It is guided by a fundamental commitment to human rights and the alleviation of human suffering. TCC seeks to prevent and resolve conflicts, enhance freedom and democracy, improve health and collaborates with other organizations, public and private, in its mission worldwide.

Since 1996, TCC has supported the Uganda Ministry of Health’s (MoH) River blindness program and tremendous progress has been made with 45 of 50 districts achieving elimination or interrupted disease transmission.  Effective September 2024, TCC expanded its support to the Ministry’s Mental Health Program. It provides supportive staff to work in partnership with the Government, in implementing activities for the national mental health program, in alignment with MoH policy and strategic plans, working broadly to promote awareness about mental health issues, inform public policy, achieve equity for mental health care comparable to other health care, and reduce stigma and discrimination against those with mental illnesses.

Summary of the job description

The IT Manager will oversee all IT-related functions, ensuring full compliance with TCC policies as well as regulations from Uganda, Zambia, and relevant donors or funders. This role will work closely with the Atlanta-based IT department to maintain office infrastructure and deliver effective IT support to staff. The IT Manager will also ensure timely communication of key IT updates and issues to TCC headquarters.

Primary Responsibilities:

  • Plan, organize, and direct IT activities, including budget preparation and participation in procurement processes.
  • Provide IT recommendations aligned with The Carter Center’s (TCC) global standards, policies, and procedures.
  • Actively participate in IT projects and initiatives in coordination with TCC’s global IT team.
  • Develop and maintain technical standards, templates, and guidelines.
  • Ensure all IT systems comply with TCC’s established standards, policies, and procedures.
  • Travel to field offices or remote locations as needed to support IT operations.
  • Coordinate the selection and contracting of internet service providers (ISPs), serving as the primary point of contact.
  • Monitor ISP service levels and escalate issues promptly to ensure service quality.
  • Install and maintain infrastructure components such as firewalls, wireless access points, switches, servers, and cabling, requiring a foundational understanding of networking.
  • Maintain an up-to-date inventory of all infrastructure and computing equipment.
  • Develop and implement backup and recovery plans to safeguard data and systems.
  • Support infrastructure in collaboration with TCC’s global IT team, including participation in global IT meetings.
  • Manage vendor relationships to ensure efficient warranty and support services.
  • Set up new users with email accounts and required software licenses.
  • Administer shared platforms such as Office 365 and Freshservice Service Desk in accordance with TCC guidelines.
  • Provide first-line IT support for staff, including setup and maintenance of computers, software installation, and updates based on TCC’s security standards.
  • Recommend hardware and software purchases in alignment with TCC’s standards.
  • Ensure proper functioning and maintenance of printers and copiers, including coordination of supplies with the Finance & Administration team.
  • Deliver IT training to local staff, either directly or in collaboration with TCC’s global IT team.
  • Maintains professional growth and development of self by identifying educational/training programs, professional organizations, activities, and resources to maintain knowledge of national trends and to promote leading-edge expertise.
  • Provides guidance and ensures compliance with all organizational policies and procedures.
  • Perform related responsibilities as needed or as requested by the supervisor.

Minimum Qualifications:

Bachelor’s degree in a related field and six (6) years of related experience or Combination of education and experience.

Preferred Qualifications:

  • Three years of network engineering, PC hardware support, network server administration, and end-user security experience. Experience with Meraki devices is a plus.
  • Previous experience on donor-funded projects is a plus.
