CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Holma and Kikubuie Districts.

INVITATION FOR EXPRESSION OF INTEREST (EOI) PROVIDE HUMAN RIGHTS AWARENESS AND GENDER-BASED VIOLENCE PREVENTION AND SENSITIZATION SERVICES (RFP-CUL-LD-00816)

CNOOC requires the services of a suitably experienced and qualified CONTRACTOR to Provide Human Rights Awareness and Gender-Based Violence Prevention and Sensitization Services as outlined in the scope of work below:

SCOPE OF WORK
To carry out Capacity Building Programs:

To carry out Awareness Campaigns:

Training for Human Rights Defenders.

To carry out Strategic Partnerships with local governments, NGOs, and CBOs to ensure coordinated efforts in human rights education and advocacy, align human rights initiatives with community needs and existing frameworks.

The scope also includes supply of Provide Human Rights Awareness and Gender-Based Violence Prevention and Sensitization Services.
Interested bidders shall submit via the Company COIBID system, documentation meeting the minimum requirements outlined below.

Minimum Requirements:
Evidence of valid registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector;

Certificate of Incorporation/Registration;

Articles and Memorandum of Association;

Beneficial ownership forms from URSB;

Tax Registration Certificate;

Tax Clearance Certificate;

NSSF registration certificate;

NSSF clearance certificates;

Where Joint Ventures are applicable, the parties shall submit Joint Venture agreements approved by PAU especially between Ugandan and Non-Ugandan Companies;

ECIOs from suitable partnerships and consortiums/vendors for the provision of the required services and/or equipment are encouraged. Preference shall be given to suitably qualified in-country registered entities demonstrating commitment to statutory National Content requirements for oil and gas operations;

Companies bidding in partnerships/consortiums/Joint Ventures shall submit consortium/examining agreements showing their partnership arrangements and the leading party with the percentages;

Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards;

Evidence of experience, resources and operational capacity to provide the scope of services, products and/or equipment;

Performance and/or provision of similar services, products and/or equipment in Uganda, East Africa or international;

Financial capacity to undertake the eventual contract;

Compliance with the Local and National Content Strategy laws and regulations of the Government of Uganda;

Possession of relevant certification/licensing from the regulator as well as other national and international bodies;

Possession of relevant certification/licensing from national and international bodies;

Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT REGULATIONS, 2016). Any non-compliance may lead to direct disqualification and bidders should solely bear all the risks and consequences caused by the non-compliance;

Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary’s bidding proposals shall be treated as null and void.

The minimum requirements shall be submitted through the Company COIBID system as follows:

Once your account is ready from step-1 above, login into the system to submit minimum requirements mentioned above no later than April 10th, 2025 by 17:00hrs/5pm (EAT).

Only bidders who successfully and timely submit the requisite minimum requirements into the system shall be considered for PQA evaluation.

Only bidders that successfully pass the PQA stage, shall receive Request for Proposal.
