Call for Expression of Interest (EOI): FAO Voluntary Certification of Primary Wood Processors in Uganda under the Sustainable wood-based value chains project

Background

The Food and Agriculture Organization of the United Nations (FAO), with funding from the European Union (EU) under the Forest Partnership Programme in Uganda, is implementing the "sustainable Wood-Based Value Chains" project. The initiative aims to promote inclusive investment in Uganda’s wood sector and develop a sustainable, profitable wood-based industry.

A key component of the project is the rollout of a voluntary certification scheme focusing on timber from planted forests. This scheme is being implemented in close coordination with the relevant ministry and targets businesses engaged in primary wood processing (wood processing plants, converting logs into sawn timber, wood particles or veneer). The initiative is aimed at promoting sustainable forest management, legal timber trade, and responsible wood processing practices, and is expected to help companies demonstrate their commitment to sustainability and responsible business practices.

Sustainable forest management and verified legal sourcing are critical to enhancing market access, improving competitiveness, and ensuring compliance with national regulations and international trade requirements. Through technical assistance provided under the FAO project, this programme seeks to strengthen the capacity of wood processors to meet recognized certification standards. Participating entities will receive structured support, including gap assessments and baseline evaluations, advisory services, training and capacity development, help with documentation and compliance systems, and preparation for pre-audit processes.

Participation is expected to yield multiple benefits, including enhanced credibility and brand reputation, improved operational efficiency, alignment with international sustainability standards, stronger environmental and social governance practices, expanded access to premium domestic and export markets, strengthened technical skills in wood processing and timber grading.

The Food and Agriculture Organization of the United Nations (FAO) is therefore inviting eligible primary wood processing businesses to submit Expressions of Interest (EOIs) to join this voluntary certification initiative.

Eligibility requirements

Interested applicants must:

  1. Be a legally registered enterprise in Uganda engaged in primary wood processing, registered with the Uganda Registration Services Bureau (URSB) or a local authority (city council or municipality), and able to attach a URSB certificate or valid trading license.

  2. Demonstrate sustainable source of supply of logs for at least 1 year (own a forest or proof of log supply agreements, concessions, permits, supplier declarations and contracts etc.)

  3. Demonstrate possession of appropriate machinery and equipment to produce high-quality timber products while minimizing timber wastage. (Provide a detailed list of all processing equipment, specifying the type/nature, quantity, condition, capacity etc.)

  4. Be willing to undergo audits and implement recommended corrective actions (a signed commitment letter etc.)

Applicants who meet the above eligibility requirements should express their interest in writing by submitting the following documents:

  1. Cover letter expressing interest in the certification scheme

  2. Fully filled and duly signed application form

  3. Valid business registration documents

  4. Statement of commitment to pursue certification

  5. Any existing certifications (if applicable)
