INVITATION TO BID FOR PREFQUALIFICATION FOR WORKS, SUPPLIES, SERVICES AND FRAME-WORK CONTRACTS UNDER OPEN DOMESTIC BIDDING

Gulu District Local Government invites application from suitably qualified and competent firms and individuals for registration or prequalification to offer works, supplies and services for one (01) financial year as listed below:

PREFQUALIFICATION FOR TENDERS

1. CATEGORY (A) WORKS

1. Deep boreholes drilling

2. Construction of classroom blocks

3. Renovation and expansion of buildings (classrooms and Health facilities)

4. Construction of markets

5. Low cost sealing of roads

6. Rehabilitation of major broken boreholes

7. Construction of office buildings and staff houses

8. Construction of motorized paved water supply scheme

9. Raising tree nursery beds & planting 25 acres woodlots

10. Construction of institutional kitchen and installation of improved energy saving cook stoves

CATEGORY (B) SUPPLIES

1. Supply of Agricultural inputs and seedlings

2. FRAME-WORK CONTRACTS

CATEGORY (C) SUPPLIES AND SERVICES (attach rates to the bids)

(a) SUPPLIES

1. Supply of fuel, oil and lubricant

2. Supply of tyres and tubes

3. Supply of stationery and small office equipment

4. Supply of office furniture and fixture (tables, chairs, wooden or metal, plastic chairs filing cabinets, shelves, blackboard and cupboard)

5. Supply of computers and accessories, photocopiers and accessories, printers, scanners, GPS, binding machines and digital camera and accessories and modems

6. Supply of building materials (local & manufactured) e.g cement, aggregate, stone chipping, sand, assorted tools, gravels, cutters, gabion boxes and hardcore etc.

7. Supply of spares and consumables for motor vehicles, machines and plants

(b) SERVICES

1. Repair and maintenance of motor vehicles, roads equipment, plants, motorcycles and generators

2. Provision of hotel services (meals, refreshment, hall hire, LCD projector hire and accommodation)

3. Servicing and maintenance of office equipment (computers, photocopiers, and ICT etc.)

Terms and conditions:

1. Bidding will be conducted in accordance with the Open Domestic Bidding procedures contained in the Local Governments (Public Procurement and Disposal of Public Assets) Regulations, 2014 and 2023 (with a reprint of the Public Procurement and Disposal of Public Assets Act CAP 205), and are open to all domestic bidders

2. Interested eligible bidders may obtain further information and inspect the bidding documents from Procurement & Disposal unit, Gulu District Local Government from 8.00am – 5.00pm, Monday to Friday

3. The Bidding Documents may be obtained from Procurement and Disposal Unit (PDU) by interested bidder upon payment of a non-refundable fee payable to Gulu District General Fund through e-payment (IRAS) shall be obtained from Finance Department

4. Non-refundable fee:
   (a) Prequalification: Non- refundable fees for categories (A) is 100,000/= (B & C ) is 70,000/=

5. Bids must be sealed in an envelope clearly marked, "Bid for………." and should be addressed to Gulu District, P.O. Box 2, Gulu District. All bids must be returned in Triplicate (Original and two copies) at or before 11.00am, Thursday 13th August, 2026.
   Late bids shall be rejected. Bids will be opened in the presence of the bidders or their representatives, who choose to attend at 11.30am on Thursday 13th August, 2026.
