Position Overview

The Legal, Risk & Compliance Officer will be responsible for overseeing the institutional governance, legal affairs, risk management, and regulatory compliance frameworks for OLEA Uganda. Reporting within the executive governance structure, the successful candidate will ensure that business operations comply with statutory regulations set by the Insurance Regulatory Authority (IRA) of Uganda, Anti-Money Laundering (AML) standards, and internal corporate policies.

Key Responsibilities

  • Regulatory Compliance & Monitoring: Maintain the company's regulatory compliance universe, ensuring strict adherence to the Insurance Act, IRA guidelines, Data Protection legislation, and local legal frameworks.
  • Enterprise Risk Management (ERM): Identify, assess, and monitor operational, strategic, financial, and reputational risks across all business functions. Maintain and update corporate risk registers.
  • Legal Drafting & Contract Review: Draft, review, and negotiate legal agreements, service provider contracts, client policies, and non-disclosure agreements to protect the institution's legal interests.
  • Financial Crime & AML Supervision: Oversee implementation of Anti-Money Laundering (AML), Countering Financing of Terrorism (CFT), and Know Your Customer (KYC) screening and reporting controls.
  • Policy Review & Internal Controls: Develop, harmonize, and update internal standard operating procedures and company policies in line with evolving local laws and pan-African group standards.
  • Governance & Board Reporting: Prepare periodic risk, legal, and compliance reports for senior management and board risk committees.
  • Training & Capacity Building: Conduct risk, ethics, and regulatory compliance awareness training for staff to promote a proactive risk-aware company culture.

Minimum Requirements & Qualifications

  • Education: Bachelor of Laws (LL.B) or a Bachelor’s Degree in Risk Management, Finance, Insurance, or a related discipline from a recognized university. A Post Graduate Diploma in Legal Practice (LDC) is highly desirable.
  • Professional Qualifications: Relevant certifications in Risk Management (e.g., IRM, CRM), Compliance, or AML/CFT (e.g., CAMS, ICA) are an added advantage.
  • Experience: 2 to 4 years of hands-on experience in legal advisory, regulatory compliance, risk management, or audit—preferably within insurance, banking, or financial services.
  • Technical Competencies: Deep knowledge of Ugandan insurance laws, IRA compliance requirements, AML/CFT frameworks, contract law, and Enterprise Risk Management frameworks.
  • Key Attributes: High personal integrity, strong analytical and contract drafting skills, excellent communication, and solution-oriented stakeholder management.
