OVERVIEW

THE ROLE:
The MEAL Officer will support the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) function for the ECHO RISE Project based in West Nile, Adjumani, working closely with the Project Manager, MEAL Coordinator, Senior MEAL Advisor, consortium partners, and project staff. The role will contribute to the design, rollout, and day-to-day management of project MEAL systems that support quality implementation, timely reporting, accountability, and evidence-based decision-making.
The job holder will support the development and use of practical MEAL tools, coordinate routine data collection, conduct data verification and data quality checks, maintain project databases, and track progress against approved indicators, targets, and workplans. The MEAL Officer will help generate accurate and timely quantitative and qualitative data for internal management, donor reporting, learning, and adaptive programming.
KEY AREAS OF ACCOUNTABILITY
Programme Support:
- In close collaboration with the Project MEAL Coordinator, Project Manager, and Consortium MEAL team, support the design, rollout, and routine use of MEAL tools and systems for the ECHO RISE project, ensuring consistent tracking of project indicators across all partners.
- Support the development and use of the Indicator Performance Tracking Table (IPTT), Quality Benchmark (QB) monitoring tools, Performance Indicator Reference Sheets (PIRS), and other agreed monitoring frameworks.
- Support implementation of the project Monitoring Information System (MIS) including data entry support, basic mapping outputs, and dissemination of MIS reports.
- Conduct routine data collection, verification, and data cleaning, and support identification and resolution of data quality issues in collaboration with the MEAL Coordinator.
- Review and support the use of project data collection tools to ensure alignment with mandatory and project-specific indicators.
- Conduct routine Data Quality Assessments (DQA) and support continuous data quality improvement efforts across implementation sites.
- Support implementation of the MEAL plan, including tracking progress against indicators, outputs, and activity targets, and reporting findings to the MEAL Coordinator.
- Support the design and revision of MEAL tools and frameworks, including Logframes, Theory of Change (ToC), IPTTs, and monitoring plans, under guidance from the MEAL Coordinator.
- Support capacity building activities for project staff, partners, and stakeholders on data collection, reporting, and basic MEAL processes.
- Support implementation follow-up of Quality Benchmark monitoring action plans and provide updates to the MEAL Coordinator.
- Support routine output and outcome monitoring across project locations, ensuring timely and accurate reporting in line with SCI and donor requirements.
- Support use of digital data systems including KoboToolbox, ODK, and other mobile data collection platforms used by the project.
- Assist in the preparation and implementation of baseline, midline, endline evaluations, assessments, and other learning studies, including field coordination and data collection support.
- Support documentation of project results, outputs, and success stories, including basic case studies and activity reports.
Complaints Response and Feedback Mechanism (CRM)
- Support the roll-out and maintenance of project feedback and complaints mechanisms, ensuring accessible channels for communities, including children and caregivers.
- Support collection, recording, and initial categorisation of feedback and complaints, ensuring timely entry into the CRM system.
- Maintain and update the project feedback and complaints tracker under supervision of the MEAL Coordinator.
- Support dissemination of project information materials, including posters, briefs, and community-facing communication tools.
Partnerships
- Support joint monitoring visits with project teams and consortium partners to collect data and verify implementation progress.
- Provide field-level support to partners on basic MEAL requirements, including data collection tools and reporting templates.
- Support partner data submission processes, ensuring completeness, accuracy, and timeliness of reports.
Learning
- Support documentation of project activities, lessons learned, and good practices from field implementation.
- Contribute to learning discussions and reflection meetings by providing field data and implementation feedback.
- Support dissemination of learning outputs within the project team and partners as guided by the MEAL Coordinator.
Planning, Budgeting and Reporting
- Support preparation of routine project reports (weekly, monthly, quarterly) through data compilation and validation.
- Support tracking of MEAL activities implementation against workplans under guidance of the MEAL Coordinator.
- Assist in basic tracking of MEAL-related budget utilization where required.
Communication and Networking
- Maintain regular communication with field teams, partners, and community stakeholders to support smooth data collection and MEAL activities.
- Support coordination with local DLG structures and community-based systems during MEAL activities.
- Participate in field-level coordination meetings and represent MEAL activities where delegated.
- Maintain responsiveness to information requests from project teams and MEAL Coordinator.
QUALIFICATIONS AND EXPERIENCE
To be a strong supporter and advocate for children in this role you will need to have.
- At least a minimum of a bachelor’s degree in either Statistics, Economics or Humanities
- Post graduate Diploma in Monitoring and evaluation will be an added advantage.
- Minimum of three years working experience in monitoring and evaluation of Education or Child protection projects with an International NGO
- Knowledge and practical experience developing an M&E System to generate data, dashboards and web maps using ArcGIS, QGIS or similar GIS software.
- Computer proficiency, especially related to professional office software packages (Microsoft Office), particularly MS Excel, MS PowerPoint, MS Outlook, MS Word and at least one analysis software (SPSS, STATA, etc.).
- Knowledge and use of various survey methods for monitoring of different programs.
- Prior experience establishing and running coordination mechanisms.
- Additional training and experience in biostatistics or monitoring and evaluation and MIS is an added advantage.
- Experience of working with local partners and District Local Government in Livelihood sector is an added advantage.
- Experience in Cash for education programming.
- Strong analytical skills and strategic planning abilities.
