Job Overview
Under the technical guidance of Deputy Health Coordinator and direct support of the Field Coordinator, the Medical Officer Team leader shall be responsible for ensuring that effective, efficient, quality, dignified and safe clinical services are provided by the health team to the clients in Kiryandongo Refugee Settlement in accordance with the Ministry of Health guidelines, both at the health facility and at the community. He/ She shall be responsible for ensuring that medicines and medical supplies are available for effective service delivery as well as providing project management leadership and support to the IRC health Implementation teams at the Field site.

Key Outputs
• Quality Clinical service for patients provided. This will include services at OPD, IPD and Maternity units.
• High risk cases identified, reviewed, and referred appropriately.
• Provide technical leadership in establishing an effective and efficient health system in close collaboration with project teams and implementing partners.

Duties and Responsibilities
Clinical Activities
• The Medical Doctor shall be responsible for the supervision and day-to-day management of health activities including support to primary health care facilities, Community Health, IRC health referral sites, and medical supplies.
• Coordinate integrated service delivery at the health facilities including, but not limited to; mental health, NCD’s, Nutrition, HIV care and RH including coordination of consultancy and outreaches.
• Ensure adequate health team coverage of the clinics and rationale prescription and use of medicines and medical supplies.
• Monitor availability of supplies and promptly alert the clinical services and health teams.
• Coordinate clinical audits, chart reviews and mortality audits as part of continuous learning and improvement of activities.
• Identify training needs and provide just-in-time training and mentorship for the multi-disciplinary health care teams.
• Support the implementation of emergency reproductive health services including basic emergency obstetric and neonatal care.
• Coordinate with district health authorities and other agencies to avoid duplication of services in the settlements and to optimize health outcomes through increased access to life saving interventions.
• Ensure consistent and timely collection, utilization and reporting of community health and facility-based health data.
• Represent the health program and maintain effective and cordial relationship with district health authorities and other district officials, UN agencies, Community leaders and other NGO’s.

Program Administrative roles
• Provide project management leadership and support to the health team on a variety of health Implementation teams throughout FY24.
• Contribute to the Health work plan and midterm evaluations, ensure project activities are implemented according to the work plan and within the allocated budgets.
• In close collaboration with Health Coordinators, identify, establish, and maintain strategic partnership and coordination with other service providers related to MHPSS services to ensure sharing of learning.
• Management of day-to-day activities of staff and project implementation in accordance with project proposal.
• Monitor the medical stock/non- medical consumables stock at the facility level and assist in timely requisition of new supplies with support from Pharmacy Technician and warehouse staff.
• Drive project prioritization, design, timelines, and delivery. Focus on problem solving issues including applying a “roll up the sleeves and fix it” attitude.
• Facilitate effective collaboration of project contributors across partner functions to deliver efficient and timely project delivery.
• Use established criteria and tools to effectively and efficiently facilitate and report against program execution with measurable results.
• Perform risk and issue management at the program level: Collaborate with all project teams to identify risks and issues that are not visible at the task level but impact the overall project.

Representation / Communications
• Ensure coordination of IRC program activities with relevant District officials, UN agencies and other humanitarian agencies.
• Assist in the preparation of regular reports to keep partners and stakeholders informed of IRC’s activities.
• Represent IRC in internal and external forums as needed, health coordination forums; MHPSS Sub-Working Group and Nutrition coordination.
• Represent the organization and the health program in coordination meetings and events related to the content and capacity building, with INGO, NGOs, government agencies and other relevant stakeholders.

Qualifications
• At least a bachelor’s degree in medicine and surgery. A Post Graduate training in Project Management, or a master’s degree in public health field will be an added advantage.
• Must be registered with Uganda Medical and Dental Practitioner’s council.
• Must possess a valid practicing license.
• At least five years’ experience in clinical work in a humanitarian setting.
• Good track record of clinical management of common ailments and program management.
• Knowledge of grants management.
• Working contacts within health sector, including district health care authorities and other NGO’s.
• Fluency in English and any other relevant local language.
• Strong analytical orientation and sound judgment
• Proactiveness, resourcefulness, punctuality, responsibility.
• Excellent administrative/management skills.
• Excellent presentation and communication skills.
• Solid understanding of the social, economic, and political context of a refugee setting.
• Dedication to the IRC principles and demonstrated ability to work harmoniously with persons of
• different national and cultural backgrounds.
• Proficiency in current office software applications (MS- word, excel, PowerPoint).
