ORGANIZATIONAL DESCRIPTION:
AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. AVSI is a prominent provider of development and humanitarian assistance around the world and brings strong management and innovative strategies to programs in various sectors including; Health including disability and mental health, Food Security and Nutrition, Education including early childhood care and development, Protection including child protection, Livelihoods, Energy and Environment.

PROGRAMME BACKGROUND:
AVSI Foundation with Financial Support from the Embassy of Ireland is implementing the Vocational Education and Skilling Programme (VESP), 2023 – 2027 in Karamoja with the aim of increasing gainful employment of youth in Karamoja. This programme builds on the first phase achievements of the Support to Skilling Uganda (SSU) project in Karamoja 2016-2020 as well as the 2021-2022 bridging programme.

Specifically, the programme will strive to increase youth opportunities for employment; improve capacity of skilling and employment entities (VTIs, CSOs and Private sector) and contribute to supportive legal and policy environment for youth skilling and employment. The programme will target youth from the entire Karamoja region with specific focus on Moroto, Nakapiripiriti and Kotido Districts.

JOB PURPOSE:
AVSI is seeking to recruit suitably qualified personnel for the position of Monitoring, Evaluation, Accountability & Learning Officer to be responsible for the data entry and will work closely with sub-grantees to support their teams in the monitoring and evaluation of project activities. The Officer will review all data submitted and input into the M&E database and ensure that these are accurate and comprehensive as needed and conduct an analysis of all the data that is submitted and provide regular and timely reports showing progress on different aspects related to the activity

SPECIFIC DUTIES AND RESPONSIBILITIES:
• Provide leadership and coordinate the monitoring and evaluation of project activities in collaboration with the Program Manager
• Design a M&E system towards timely, accurate and comprehensive reporting of the project outputs and outcomes. These may include; a PMP, data base, tools, plans, learning agenda and all related M&E frameworks
• Ensure compliance with the guidelines given by the donor for the collection and compilation of all project data
• Ensure there is timely, comprehensive and accurate data collection, analysis, interpretation and use.
• Support all project staff in M&E activities and in particular ensuring good data quality, corresponding to good quality reporting and resulting into learning and adaptation and or replication
• To participate in operational research and identify lessons learned and reporting such information back to the project team.
• Ensure information collection and to collaborate with AVSI program managers in the preparation of project reports
• Support other AVSI projects for specific M&E tasks and functions as and when requested
• Participate in the AVSI DMEL working group including developing standards, handbooks, managing data, operations research and learning
• Represent AVSI at the national, district and other external assignments for M&E related activities as directed by the Program Office and AVSI Country Representative
• Participate and provide support to the Program Office within AVSI program department initiatives
• Support proposal development processes; particularly those sections related to M&E.

JOB REQUIREMENTS:
• The ideal candidate must hold a Degree in Statistics, Information Technology or related field.
• Additional training/qualification in communications field will be an added advantage
• At least 2 years of professional experience in the field of organizational/project monitoring and evaluation
• Experience in monitoring and evaluation of performance of business units and/or regional/local or community socio-economic development projects is desirable.
• Experience in training, teaching or mentoring role
• Resourcefulness, strategic thinking, creative problem solving and basic financial management skills
• Good team player with excellent inter-personal and communication skills
• Excellent computer skills (MS Word, Excel, internet)
• Excellent communication, including written and presentation skills.
• Ability to work under pressure and to make accurate decisions.
• Excellent analytical and organizational skills – innovative thinker;
• Experience working with refugees and refugee hosting communities is desirable.
• Excellent planning and organization skills
• Monitoring, Evaluation and Learning skills and experience
• Proven proposal writing experience is an asset
• Cultural sensitivity, patience and flexibility
• Required Language: English fluency with excellent oral and writing skills is required. Knowledge of any other local languages is of added value.
