Description

Agriterra is hiring a Monitoring Evaluation and Learning (MEL) Officer in Uganda. As a PMEL Specialist you will support the regional team composed of project leads and a regional manager in Planning, Monitoring, Evaluation and Learning (PMEL) related activities to ensure the impact of Agriterra’s work can be monitored and demonstrated to relevant stakeholders.

In this position you work in collaboration with other Regional MEL Specialists and the HQ MEL Specialist assigned to the region, all coordinated by the Regional Operations Manager and the PMEL Coordinator.

You will support the regional team with the implementation of the programs currently running in the region, especially Uganda as well any other program within the region you may be assigned.

Among other tasks, you will be responsible for reviewing and ensuring proper registration of data and documentation in our reporting software agro-info.net (AIN) in relation to action plans, activities, beneficiary organisations and results, by training, coaching and daily communicating your findings with the project leads of these programs. In addition, you will support the analysis of data to identify potential risks in the implementation of programs and proactively communicate your findings to the project leads and regional manager, as well as support the preparation of internal and external reports.

Main responsibilities

The duties and responsibilities of a PMEL specialist in Agriterra, are as follows:

  • Developing and Aligning MEAL Frameworks with Donor Requirements: Working together with consortium partners to create a comprehensive MEAL framework that meets donor standards while addressing the specific needs of the project. This framework will ensure consistency across all consortium partners, establishing common indicators and reporting formats.
  • Coordinating MEAL Efforts Across Consortium Partners: The MEAL expert will facilitate collaboration among consortium members, aligning MEAL processes and timelines, and providing technical support to partners to uphold data quality and project alignment.
  • Monitoring Economic and Social Impact: Assessing the financial, social, and operational impact of our projects on cooperatives, ensuring that both the consortium’s and Agriterra’s objectives are achieved, with positive outcomes for cooperative members and communities.
  • Ensuring Data Quality and Integrity: Leading data collection and analysis efforts and tracking key metrics such as cooperative growth, financial performance, and community impact. This role ensures that all data collected from consortium partners meets donor and Agriterra standards.
  • Conducting Evaluations and Ensuring Compliance in Reporting: Leading mid-term and final evaluations, compiling reports that align with donor requirements, and presenting consolidated findings from all consortium partners on project progress, challenges, and impact.
  • Facilitating Knowledge Sharing and Best Practices: Organizing learning exchanges within the consortium and Agriterra to share insights, address challenges, and promote collaborative problem-solving among the partners.
  • Promoting Accountability and Feedback Mechanisms: Establishing accessible feedback channels for all the stakeholders of the program, ensuring transparency and responsiveness in project implementation and addressing any emerging issues.
  • Adapting Strategies Based on Insights and Feedback: Using data and feedback from consortium partners and cooperatives to recommend strategy adjustments, ensuring that all interventions remain effective, resilient, and aligned with both donor expectations and cooperative needs.

What do you offer?

  • 3 years of experience in PMEL / M&E role, preferably within the donor-funded sector.
  • Demonstrated experience developing and working with logical frameworks, performance monitoring, data validation, and donor reporting;
  • Proven experience working with databases and interactive data visualization software (e.g., Power BI);
  • Familiar with Microsoft Office 365. A high command of Excel is a plus;
  • Fluent in English both speaking and writing;
