Under the direct supervision of the IDE Country Lead and technical oversight from the IDE Regional Results Measurement Specialist, the Monitoring and Evaluation Officer will be responsible for the following:

Monitoring and Measurement:

  • Implement the results measurement framework for Uganda.
  • Develop and maintain a system to aggregate program results, analyzing performance to inform strategic decision-making.
  • Support the development of indicators, targets, baselines, and monitoring tools (e.g., results chains, data collection plans).
  • Conduct project monitoring (field visits, key informant interviews, validation of partner reporting, spot checks, evaluations).
  • Design and manage quantitative and qualitative research to identify program priorities, guide market engagements, and measure impact.
  • Support country and program-specific reviews and evaluations.
  • Train team members and partners on results measurement standards, processes, and tools.
  • Assist in annual planning and budgeting at the country and program levels.

Program Design:

  • Contribute to the formulation and revision of the country strategy.
  • Support new program design by developing theories of change, aligning with UNCDF and national priorities, and integrating lessons learned.

Reporting and Knowledge-Sharing:

  • Review and contribute to progress reports and donor reporting.
  • Develop knowledge products to disseminate program results and learnings.
  • Support annual monitoring and reporting for the UN Sustainable Development Cooperation Framework (UNSDCF).
  • Lead reporting for the Integrated Results and Resources Matrix (IRRM) under the UNCDF Strategic Framework 2022–2026.
