Advocacy for community transformation (ACT-SS) supported by Global APRI Services Ltd is currently implementing a European Union funded project in South Sudan “Addressing Migration and Mobility Challenges through Sustainable Livelihoods and Protection of Migrants in South Sudan”. The project aims to improve the protection of vulnerable migrants and mobile communities from irregular forms of migration, especially trafficking in persons and smuggling of migrants through awareness-raising and community mobilization and also address the root causes of irregular migration and mobility by providing sustainable livelihood opportunities and economic empowerment for women, youth and of vulnerable migrants in the Marial Lou Payam in Tonj North County, Warrap State.

Job position: M&E - Monitoring and evaluation officer

Technical Focus: Oversee the design, implementation, and reporting of the project's monitoring and evaluation framework. Ensure that project outcomes are effectively measured, documented, and reported to support data-driven decision-making and accountability. Work in close coordination with the technical teams and relevant stakeholders.

Key Functions

  • Guiding the overall project visibility documentation, knowledge management strategy and implementation of project M&E related activities, plus providing timely and relevant information to all stakeholders.
  • Take part in conducting field monitoring visits to the various targeted project beneficiaries and compilation of field monitoring reports.
  • Supporting in data collection and maintaining project data in the Management Information System (MIS) and retrieving data from the MIS, analyzing, interpreting and packaging to guide decision making for project implementation and milestones
  • Develop and operationalize ‘partner specific’ monitoring framework
  • Facilitate capacity building for project staff and stakeholders on M&E best practices and tools.
  • Ensure gender-sensitive and conflict-sensitive approaches in data collection and reporting.
  • Collaborate with project partners, government agencies, and relevant stakeholders to enhance data sharing and knowledge management.
  • Support the documentation of best practices, lessons learned, and success stories for knowledge dissemination.
  • Ensure compliance with donor requirements, ethical guidelines, and data protection policies in all MEL activities.

Minimum Requirements

  • South Sudan National
  • Bachelor’s or Master’s degree in Monitoring and Evaluation, Development Studies, Statistics, PCM (project Cycle management) or a related field
  • Minimum of five (5) years of experience in M&E roles, preferably in migration, livelihoods, or protection-related projects.

  • Knowledge of migration dynamics, humanitarian principles, and sustainable development in fragile contexts.
  • Familiarity with donor EU requirements related to monitoring, evaluation, and reporting.
  • Ability to work effectively in a multi-cultural environment.
  • Strong problem-solving skills, attention to detail, and adaptability to complex situations.
