Description
TotalEnergies Uganda is hiring a Operations Safety Manager responsible for the following;
Key Duties and Responsibilities:
- Actively promote and communicate good safety practices, safety feedback, lead and facilitate the company’s safety initiatives and improvements;
- Contribute to raising the standards of the company by ensuring that employees, contractors and others are sufficiently informed, instructed and trained on their knowledge and use of the HSE Management System.
- Provides support to department and/or co-ordinates inputs from the various assets and technical divisions/departments in the implementation of the new/up dated HSE-MS procedures of level 3 and 4 to operational sites in the various assets.
Operational Responsibility
- Provide support and advice to Line Management and affiliate’s site management in the implementation of HSE critical operational processes (management of change, SIMOPS, permit to work, emergency response, contractor HSE management among others).
- Undertake worksite hazard identification, evaluation and provide control & recovery recommendations.
- Continually promote and support key HSE campaigns, including the company12 Golden Rules and awareness raising campaigns as well as Company’s HSE initiatives in all affiliate’s sites.
- Provide guidance for behavior initiatives and programs and develop ideas for milestones and recognition programs.
- Participate in HSE meetings onsite, HSE committees, HSE visits onsite, Safety tours and project planning meetings, among others.
Risk Management, Studies, Plans & Programs
- Support the implementation of hazard identification and risk assessment studies.
- Act as focal point for the implementation of HSE Cases in the affiliate’s operational sites.
- Acts as focal point for the effective implementation hygiene plans and programs (chemical management plan hygiene monitoring plans, spill prevention control, etc.) in the affiliate’s operational sites.
Contracts Management
- Vet new contactors, lead on-site HSE evaluations and work with the contract owners to ensure the adequate implementation of the contractors’ management process.
- Work with Contract Owners to improve contractor´s HSE performance by developing and implementing HSE improvement plans.
- Act as focal point for the implementation of HSE bridging documents
Training and Competence
- Provide input to Line Management, Human Resources Division and affiliate’s site management regarding Company’s HSE training requirements.
- Participate in HSE competency assessment as required.
- Conduct HSE training and orientation for the affiliate and site personnel as required, in particular to fill HSSE competence gaps for those staff involved in managing contracts, including contract owners and contract committee members.
Emergency and Crisis Management
- Coordinate the drafting process of relevant response plans according to the affiliate’s emergency/crisis management system.
- Ensure a 24/7 effective emergency response organization.
- Manage all scenario-based emergency response.
- Ensure emergency response arrangements are in place, current and subject to regular tests.
- Participate in the affiliate’s emergency response structure.
- Evaluate plans’ effectiveness through exercises and drills at periodic intervals
Audits, Inspections and Reviews
- Provide assurance through reviews and audits that the Company Management System is functioning effectively.
- Participate in/ conduct regular HSE audits, inspections and reviews in the affiliate’s operational sites, with specific focus on work practices, work procedures and processes, and protective devices.
Qualifications, Skills and Experience:
- More than 15 years’ experience in the HSSE area in EP activities, international level desirable.
- Strong HSE Leadership culture with a proven experience in HSE field operations.
- Personal skills: organized, able to cope with high levels of stress, ability to work independently and with multidisciplinary approach (high level of transversality) and to lead and motivate teams.
- Capable of managing confidential information.
- Communication and adaptability in multidisciplinary environment
- Mandatory computer skills: Excel, Word, PowerPoint
