This is an exciting role, working at the British High Commission (BHC), Kampala.

The Post Security Manager provides support to the Post Security Officer (PSO), and Regional Security Advisor (RSA) in the planning, implementation and delivery of proportionate safety and security measures at the British High Commission and UK-based staff residential properties. Appropriately mitigating and managing risk, ensuring the safety of all staff and assets, overseeing these measures across the BHC estate, and managing day-to-day visitor access issues as they arise.  

  • Be the point of contact for the BHC Estates Team concerning security matters at the BHC and Staff properties.
  • Act as the Security point of contact with the Ugandan Police and other Law enforcement agencies. Developing and maintaining good working relations with senior police officers and counterparts in both the host government and Partner Embassies. 
  • Operational oversight and liaison with the CT Police providing security support to the BHC and High Commissioner’s Residence.
  • Assisting with updating security elements of Crisis Management Plans and providing security advice and assistance during crises or emergencies. 
  • Be the focal point for Country Based Staff (CBS) security clearance processes, coordinating requirements with the RSA and HR team.  
  • Conduct security briefings for new CBS staff and official visitors as required.
  • Management of technical security systems and communications equipment across the BHC estate. Oversight of Maintenance contracts in respect of this equipment. 
  • Some Budget and Financial responsibilities concerning invoicing, payments and receipting of costs from the security budget.
  • Assist in preparing and coordinating additional security measures for major BHC events and VIP visits, liaising with RSA, venue security and local law enforcement. 
  • Undertaking additional duties in support of any other British High Commission requirements. This can involve occasional security related calls in the evenings and weekends, for which a mobile phone and allowance is provided.

The below roles and responsibilities are general guidelines. The role is not limited to the detail below and the responsibilities are subject to change from time to time with prior consultation if circumstances, structures, work pressures or priorities alter, or if absences need covering.

GUARDING

  • Daily Liaison with Security Contract Managers.  Supporting the RSA with operational oversight of the contracted Guard force Officers at the BHC and all properties forming the BHC estate.
  • Performance management of the Guarding Contract, conducting monthly KPI reviews meetings and highlighting issues to the RSA and PSO where required.
  • Conduct daily security checks of physical and security measures at the BHC and related security systems such as scanner and CCTV systems to ensure operational compliance.
  • OPERATIONAL SECURITY

    • In collaboration with the RSA, provide security advice, including management and investigation of operational incidents and security breaches. 
    • Be the point of contact for all event security, ensuring guest lists are received in sufficient time and additional resources deployed where necessary, considering budgetary constraints and any necessary changes and adjustments in the program when required. Ensure that proportionate safety and security measures are in place.
    • Advise the Post Security Officer (PSO) and RSA of any security breaches and occurrences, including repair of security equipment, gates, blockers, perimeter fencing, etc. 
    • Delivering security briefings for official visitors, temporary duty staff, new joiners and arriving families.
    • Assist RSA with implementing Security Advisor recommendations, local staff clearances, independent research, providing reports on security-related subjects as required, and analysis of current crime figures and trends in liaison with the PSO and RSA.
    • Develop collaborative security knowledge via networks with other mission’s security staff, Police and diplomatic and private security firms (covered above)
    • Regularly Inspection of all security logs to ensure compliance.
    • Maintain liaison with Police, other security organisations and partner missions.
    • Take a leading role in developing and delivering security plans for regular large-scale functions at the BHC & Official Residence, under guidance from the RSA.
    • Undertake property inspections of residential staff properties together with security and suitability assessments for nominated hotels.
    • Operational oversight of security related maintenance contracts to ensure budgetary requirements are adhered to.
    • The job holder will have a reasonable degree of autonomy but will have the full support of colleagues across the mission. S/he will need to work flexibly to prioritise against competing demands. Maintaining effective networks within and externally within the Post is essential.
    • HEALTH & SAFETY

      • Undertake the Role of Fire Safety Manager.
      • Identify and report any hazards, risks, or incidents.
      • Ensure all staff receive adequate training and instructions in emergencies and procedures.
      • Conduct and record weekly fire safety audit checks in conjunction with the estates team, maintaining the Mission Fire Safety Manual according to FCDO requirements.
      • Conduct weekly Incident alarm tests and reporting of faults to ROSM and relevant support personnel.
      • Conduct emergency drills and, in the event of an emergency / fire alarm, take responsibility for identifying the cause and resulting necessary action.
      • RESOURCES MANAGED:

        • Oversight of the Guard force and monitoring of Key Performance Indicators
        • Oversee works funded by the British High Commission security budget, including researching quotes, ensuring financial processes are managed effectively on the IT system and budgetary information is recorded, reported and maintained accurately.
        • Essential qualifications, skills and experience  
          • Proven Experience in security management in corporate, military / government sectors, or other relevant experience.
          • Proven ability to communicate effectively (both verbal and written) to staff and other external parties, including law enforcement organisations.
          • Competent in use of Microsoft IT applications including Excel.
          • A broad understanding of the security challenges in Uganda
          • Be well-versed in mitigations that can be employed against security risks.
          • Ability to plan and prioritise effectively.
          • Ability to develop, and work with, a wide network of security experts across the country.
          • Hold a current valid driving licence
          • Desirable qualifications, skills and experience
            • Experience/knowledge of health and safety practices.
            • Experience of managing security for a diplomatic mission or international organisation.
            • Has some crisis or emergency management experience or formal security qualifications.
