About the role

Reports to: Hub Director
Geographic Scope: Nepal, Uganda, and 25 Coalition Countries
Thematic Expertise:Climate Change and Gender with a focus on economic empowerment of girls .

About the project:

The three-year ‘Global Girls Creating Change’ (G2C2) project aims to foster and elevate a diverse movement of girl-centred climate action to lead, shape, and inform equitable, inclusive climate policies and actions. This is informed by an intersectional climate justice approach, with girls in all their diversity, and in particular girls from marginalised groups disproportionately affected by climate change.

It will be implemented by a consortium of Hivos (Lead), Restless Development, and Yavasan Humanis with in-country programming in Brazil, Indonesia, Nepal and Uganda, and coalition country programming also reaching up to 25 additional countries.

This role of Program Manager for Restless Development will be based in either Uganda or Nepal.

The project has 3 objectives:
1. To support girls to develop the skills and capacity to engage in and lead inclusive climate action (training, mentorship and evidence-building)
2. To foster a diverse coalition of girls to participate in and influence equitable climate policies at local, national, regional and global levels (advocacy)
3. To provide grants, training and other support for girls to co-create climate innovations in their communities (innovation fund)

The Program Manager’s role includes delivery and leadership for Restless Development’s program components while being responsible for managing the program budget. The PM is responsible for ensuring overall strategic coherence across Nepal and Uganda, along with overall Restless Development global deliverables for the program. This includes contributing to global learning across the agency. The PM will be the focal point for consortium partners Hivos and Yavasan, as well as for all the Restless Development hubs and global team.

The PM is responsible for coordinating with the Global Program Manager from Hivos - across all the key components of the program. The PM will work closely with the program coordinators from both the countries (Uganda and Nepal), while providing them guidance and support on delivery, strategy and implementation of the program. The PM would also lead program coordination and collaboration with consortium partners and Restless Development hubs in ensuring alignment with climate justice, gender equality, diversity and inclusion (GEDI) principles.

The PM will also liaise with counterparts in other program countries (Indonesia, Brazil, coalition activities in 25 countries) to ensure cross-learning, sharing of best practices, strategic coherence and joint advocacy.

The position reports to the Hub Director.

Key responsibilities

1)Overall Program Leadership:
• Act as the primary point of contact and overall lead for the program within Restless Development.
• Provide strategic leadership and oversight for program implementation in Nepal, Uganda, and the 25 Coalition Countries.
• Ensure alignment with Restless Development's organisational goals and principles.
• Overall responsible for Restless Development's G2C2 results being achieved, on time and within the estimated budget

2)Coordination and Collaboration:
• Coordinate closely with in-country program leads in Nepal and Uganda, fostering effective communication and collaboration.
• Facilitate consortium coordination with Hivos and Yayasan leads, ensuring a seamless partnership.
• Lead the global coalition aspect from Restless Development's perspective, promoting collaboration and knowledge sharing among participating countries.
• Share program learning across Restless Development, supporting our agenda to learn and grow, and helping us to test and prove the value of youth leadership.

3)Program Quality Assurance:
• Uphold program quality standards and ensure adherence to set objectives, indicators, and targets.
• Oversee the design and implementation of monitoring, evaluation, and learning (MEL) frameworks, ensuring continuous improvement and accountability.
• Conduct regular reviews to assess program effectiveness and identify areas for enhancement.

4)Administration, Finance, and Communication:
• Provide strategic direction and support for administrative and financial aspects of the program.
• Collaborate with relevant teams, including the global finance team, to ensure efficient budget management and financial accountability.
• Work closely with the communication team to amplify the program's impact and maintain transparent communication channels.

5)Stakeholder Engagement:
• Engage with diverse stakeholders including government bodies, civil society, and local partners to strengthen collaboration and garner support.
• Represent Restless Development at national and international forums related to the program.

Skills and experience
Essential
• Post graduate qualification in climate change and natural resource management and green value chain job development or related disciplines;
• A training in project planning and management is an asset;
• Proven practical experience in project coordination and management in the field of climate change adaptation and mitigation;
• Exceptional leadership skills and demonstrated ability to develop strong working
relationships with a wide range of colleagues;
• Good verbal communication skills and the ability to represent Restless Development to a wide range of stakeholders

Desirable
• Proven experience in managing complex programs with a focus on climate change and gender.
• Strong background in partnership coordination, particularly in consortium settings - preferably Global programs with strong local programmatic elements.
• Familiarity with the youth-led and girl-centred approach to development.
• Demonstrated experience in financial management and budget oversight.
• In-depth knowledge of climate change issues and their intersection with gender.
