Background

ODPP partners with the Ministry of Health (MoH) and with support from the Global Fund to implement the Breaking Down Barriers initiative aimed at facilitating the realisation of full and meaningful access to justice in line with the Sustainable Development Goals and Uganda’s National Development Plan.

The ODPP has established a Programme Management Unit to coordinate the implementation of the programme and provide guidance to all partners.

Under the direct guidance and supervision of the programme coordinator, the program assistant supports the planning, management and implementation of the programme for timely achievement of the aims of the programme.

Duties and responsibilities of the Programme Assistant

Assists the Programme coordinator to ensure the provision of effective and efficient programme activities by providing effective support to the programme coordinator focusing on achievement of the following results:

  • Coordinate training, implementation and tracking of programmes to promote human rights activities in line with approved work plans and timelines.
  • Oversee and supervise technical consultants engaged under the programme, ensuring timely delivery and quality of outputs.
  • Lead operationalisation of the programme monitoring and evaluation framework including tracking of Human Rights, gender and HIV/TB barriers.
  • Ensure collection, analysis and use of data to inform programme decisions and reporting.
  • Coordinate, prepare and oversee annual and ad-hoc reports in line with donor requirements and policies.
  • Serve as the primary operational focal point for engagement with criminal justice institutions, health sector and CSOs.
  • Facilitate coordination between government institutions, CSOs and technical to ensure coherent implementation.
  • Support multi-stakeholder consultations, trainings and validation processes.
  • Support PMU compliance with donor assurance, audit and performance review requirements.
  • Contribute to institutionalisation of human rights based approach and gender responsiveness practices within justice sector systems.
  • Prepare correspondence including memos, emails, invoices, reports, presentations and other written materials from oral instructions and written communications.
  • Support preparation and editing of reports, statistical charts and tables as required.
  • Maintenance of a proper filing system for the project, both physical and electronic.
  • Maintain and update the training data base with the required training information.
  • Performing data entry and maintenance of the filing system while ensuring safety of confidential materials.
  • Assist in the organisation of and writing minutes of all meetings.
  • Assist with event planning and coordination.
  • Assist in the development of materials for meetings, presentations and workshops.
  • Attend to the day to day administrative management of the office.
  • Perform other tasks as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE

Education

University Degree in Demographic Studies, Public Health, Social Sciences or related field. Postgraduate qualification in Project Planning and Management or Monitoring and Evaluation is an added advantage.

Experience:

Minimum of 7 years of progressively responsible programme experience is required at the national or international level with donor funded programmes.

Demonstrated experience in monitoring and evaluation, including results based management and performance reporting.

Proven experience coordinating multi sectoral stakeholders including government institutions and development partners.

Experience in the usage of computer and office software packages (word, excel etc), advanced knowledge of spread sheet and data base packages, experience in handling of web-based management systems.

Core competencies

Strong project management and organisational skills

Solid understanding of MoE Framework.

Skills in stakeholder engagement and coordination skills

Strong analytical, writing and communication abilities

High ethical standards and respect for confidentiality.

Consistently approaches work with energy and a positive constructive attitude.

Ability to manage complexities and meet tight deadlines.

Language required: English
