UN Women, as part of the United Nations in Uganda, contributes to the Government’s efforts to advance gender equality and the empowerment of women, as outlined in its National Development Plan 2021-2025, its Sustainable Development Goals Roadmap, and in support of its international human rights and gender equality obligations. Within the framework of the United Nations Sustainable Development Cooperation Framework (2021-2025), and UN Women Uganda Country Office Strategic Note( 2021-2025) focuses on programming in the areas of Women’s Economic Empowerment, Ending Violence against Women and Girls (EVAWG), advancing the Women, Peace, Security and Humanitarian Action (WPSHA) agenda, Women Political Participation and Leadership; and supporting implementation of Normative commitments (e.g. CEDAW, Beijing Platform for Action, SDGs), mainstreaming gender across areas to achieve these results.
To address the challenges of VAWG, UN Women is implementing a multiyear Joint Programme with funding from the Government of Sweden Programme on Gender based Violence (GBV) meant to contribute to elimination of Gender Based Violence and improvement of Sexual Reproductive Health Rights (SRHR)of women, girls, boys and men including disadvantaged and vulnerable populations in Uganda. The Joint programme on GBV is coordinated by UNFPA. In addition, The Country Office is in the second phase of implementation of a multi-year initiative focused on eliminating all forms of violence against women and girls and harmful practices and promotion of sexual and reproductive health and rights with funding from European Union-United Nations Global /Spotlight Initiative. The Spotlight is coordinated by UN Resident Coordinator’s Office with 5 recipient UN Organizations: UN WOMEN, UNFPA, UNICEF, UNDP, UNHCR; and associated UN Agencies. Further UN Women with funding from Austrian Development Cooperation (ADC) is implementing an Access to Justice programme for women and girls aimed at strengthening integrated Service Delivery and Accountability Systems for managing GBV cases across the Justice Law and Order Sector (JLOS).
Under the direct supervision of the Programme Specialist/Team Leader – EVAWG Unit, the PO will demonstrate understanding and strengthen in policy and Advocacy engagements, social norms change, prevention, and response to VAWG, women’s rights and gender equality, strategic partnerships and national level stakeholders’ engagements (Donors, Government ministries, the Parliament, CSOs and academia, media and Private sector). The Programme officer in addition will contributes to the effective management of UN Women EVAWG programme by providing substantive inputs to programme design, formulation, implementation, and monitoring using results-based management tools and quality assurance of EVAWG programme.

Duties and Responsibilities
1. Provide substantive technical support to the design, implementation, and management of Ending Violence Against Women and Girls programmes.
• Contribute to the design and formulation of programme/ project proposals and initiatives especially those that are related advocacy and social norms
• Provide technical inputs to the annual workplan and budget processes.
• Provide technical support to partners on the implementation of EVAW programme activities particularly related to advocacy and social norms
2.Provide technical assistance and capacity development to project/programme partners.
• Coordinate and provide technical support in the implementation of programme activities for both national and sub national partners
• Identify opportunities for capacity building of partners and facilitate technical trainings
3. Provide technical inputs to the monitoring and reporting of the programme/ project
• Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
• Monitor progress of implementation of activities and finances using results-based management tools.
• Draft reports on monitoring missions, programme results s, outputs, and outcomes.
• Provide substantive inputs to the preparation of donor and UN Women reports.
• Train partners on Results Based Management and monitor implementation.
4. Provide substantive inputs to building partnerships and resource mobilization strategies
• Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
• Participate in donor meetings and public information events, as delegated.
• Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
5. Provide substantive inputs to advocacy, knowledge building and communication efforts
• Develop background documents, briefs and presentations related to Ending Violence Against Women and Girls to inform advocacy and resource mobilization
• Provide inputs to country strategy documents, briefs, policy dialogue and other documents related to Ending Violence Against Women and Girls.
• Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products.
• Coordinate the development of knowledge management methodologies, and products on ending violence against women and girls.

Required Skills and Experience
Education

• Master’s degree or equivalent in social sciences, Law, human rights, gender/women’s studies, international development, or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A project/programme management certification would be an added advantage
Experience
• At least 5 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
• Experience in policy and legislative advocacy and promotion of Social Norms Change will be considered a plus.
• Experience in programming related to ending violence against women and girls’ promotion of gender equality and women empowerment is required.
• Experience in national and local levels policy and advocacy engagement is an asset
• Experience coordinating and liaising with government agencies and/or donors is an asset.
Language Requirements
• Fluency in written and spoken English is essential
• Working knowledge of another official UN language is an asset;
• Knowledge of Uganda and the Great Lakes region is an asset
