Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.


ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Programme Policy Officer (Country Capacity Strengthening) SC8 to be based in Moroto. The selected candidate will be employed on Service Contract.

ORGANIZATIONAL CONTEXT
The UN World Food Programme (WFP) is the United Nations frontline agency in the fight against hunger. It is the largest and longest serving humanitarian agency in Uganda.
Karamoja sub-region where WFP has presence since 1964 is the poorest region in Uganda with over 80% population living under the poverty line. The region is prone to increasingly frequent and severe natural disasters, especially droughts, pests and diseases (humans, crops, and livestock) in part because of climate change.

WFP interventions in Karamoja involve working closely with the nine District Local Governments (DLGs) in joint design and programming, evidence gathering, knowledge sharing, strengthening sub-national capacities as well as well establishing partnerships with other development partners.
WFP focus in Karamoja is in the following areas: Nutrition activities to treat malnutrition and reduce stunting through nutrition specific and nutrition-sensitive programmes. Building resilience to shocks and climate change in anticipation of increased food insecurity and limited livelihood opportunities. Ensuring school children receive nutritious meals to meet their basic food and nutrition needs and including increasing enrolment and attendance. Working with the government and partners to reduce crop losses, improve household food security and increase a marketable surplus. Deploying targeted relief assistance to crises-affected populations or households as informed by food security and nutrition assessments. Strengthening government’s shock-responsive systems to improve food security and nutrition in Karamoja.
WFP programmes in Karamoja use food to build assets, spread knowledge and nurture stronger, more dynamic communities that are food secure.
On average, WFP aims to bring food assistance to more than 1 million people in Karamoja sub region

JOB PURPOSE
To develop and implement capacity strengthening plan for Karamoja in line with the Country Strategic Plan (CSP), and the WFP Country Capacity Strengthening (CCS) framework. Lead and coordinate actions to transition WFP in Karamoja from “Doer” to “Enabler” which includes strengthening local capacities, promotion of appropriate practices, and influencing policy change.

KEY ACCOUNTABILITIES (not all-inclusive)
1. Assess capacity strengthening gaps, and opportunities and articulate implementation measures in WFP Karamoja Capacity Strengthening Implementation Plan including revising it as required.
2. Conduct capacity needs reviews with District Local Governments (DLGs), development partners, communities, and other stakeholders, negotiate priorities and develop joint work plans in alignment with the CCS Framework.
3. Establish partnerships with relevant stakeholders specialising in capacity strengthening initiatives e.g. NGOs, private sector, academia etc, to influence coordinated, collaborative and complementary action in line with DLG and WFP priorities.
4. Coordinate implementation of integrated capacity strengthening initiatives across the WFP Karamoja programme portfolio.
5. Lead on the adaptation of tools and frameworks for capacity strengthening.
6. Lead on the review and update of existing monitoring tools, and ensure that capacity strengthening considerations are reflected.
7. Develop an approach for qualitative capacity strengthening analysis, including methodology, tools and training package, train relevant staff on analysis and tools.

KEY ACCOUNTABILITIES 2
1. Contribute to key monitoring, evaluation, and learning (MEL) data collection and processes in capacity strengthening as needed.
2. Establish a monitoring mechanism to capture impact of WFP operations on capacity strengthening at DLG, sub-county and community level.
3. Participate in learning events and activities to build knowledge across WFP’s emergent capacity strengthening network.
4. Document capacity strengthening experiences and best practices to contribute to knowledge management within WFP and externally.
5. Promote compliance with WFP policies and strategies on capacity strengthening.
6. Implement trainings to equip WFP staff and partner personnel with the skills required to implement impactful capacity strengthening interventions.
7. Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS
Education:

Advanced university degree in Social Sciences, Development Studies, International Relations, or a related field.

Experience:
A minimum of 10 years of experience in the field of capacity and systems strengthening. Experience in designing and implementing institutional capacity development programs is required.

Knowledge and Skills:

1. Communication: Excellent writing and speaking abilities; demonstrated openness in sharing information and keeping people informed.
2. Governance and Policy Analysis: Adept capacity to carry out policy, legal and regulatory framework analysis. Knowledge of Uganda’s national and sub-national policy, legal and regulatory frameworks will be an added advantage.
3. Project Management: Knowledge of change management theories and best practices.
4. Professionalism: Ability to take initiative and consistently drive for high quality performance for self and colleagues.
5. Inventiveness: Ability to take calculated risks on new and unusual ideas to improve programmes and/or services.
6. Facilitation: Good at facilitating and coordinating multi-stakeholder planning processes.
7. Interpersonal Skills: Strong interactive abilities across diversity, ideologies, and capabilities.
8. Leadership: Ability to provide management and guidance through strategies, tools and strategic thinking processes.


Language:
Fluency in written and oral English language. Ability to communicate in basic Ngakarimojong, Lebthur and/or Swahili languages will be an added advantage.
