JOB DETAILS:
Job Summary:
Under the guidance of the Project Officer Livelihoods, the Project Assistant (Cash Assistance) is responsible for implementation of cash-based interventions for Kamwenge Sub Program in line with LWF Donor guidelines and procedures.

Main Duties & Responsibilities:
Project planning and Implementation
• In consultation with the Project Officer and other staffs organize and draw work plans weekly, monthly, quarterly and annual.
• Work with Project Officer and M&E team in identification and verification of project beneficiaries, finalize and maintain beneficiary lists.
• Community mobilization, sensitization and preparation for cash transfers.
• Implement cash assistance activities in the field as agreed with the Project Officer.
• Support the preparation phase and roll-out of cash delivery mechanisms.
• Establish positive interactions and clear communication to beneficiaries and communities.
• Building the capacity of the cash beneficiaries in Entrepreneurship, financial literacy and Business management.

Coordination/Representation
• In consultation with the Project Officer, liaise with and provide technical support to the relevant local authorities, community leaders, civil society, collaborating/implementing partners, and other stakeholders where appropriate to ensure proper coordination of project activities, promotion of inter-agency cooperation and smooth implementation of the transition plan.
• Participate in external coordination meetings as requested by Project Officer.
• Communicate on project’s activities as indicated by the Project Officer and in accordance with the Communication and Visibility Plan.

Monitoring, Evaluation & Reporting
• Support and adopt the existing monitoring system for cash assistance.
• Provide regular and timely reports on the activities implemented to the Project Officer in written as requested and in verbal when suited.
• Regularly conduct monitoring of project beneficiaries and document successes and challenges regarding the utilization of the cash assistance.
• Report ideas and/or information from project staff or field visits, which may assist in future project proposals (such as best practices and lessons learned). Such information will be included in reports.
• Report any data collected in the field related to beneficiary’s database to the Project Officer and/or the database team.
• Laise with the Project Officer and M&E team to finalize and maintain detailed beneficiary lists for cash assistance.

Team management
• Supervise, monitor and support incentive workers for the effective implementation of field activities and observe the LWF code of conduct and core rules.
• Promoting active participation of community structures, incentive workers, beneficiaries and intermediaries in the planning, implementation and evaluation of project activities as required.

Other:
• Undertake other related duties as may reasonably be assigned by the Project Officer or Sub Program Manager.

Education, Qualifications & Experience Required
• A minimum of a diploma in Business administration, accounting, finance and other related fields.
• Past experience (at least 2 years) in implementing cash-based interventions preferably in refugee setting.

Special Skills, Aptitude or Personality Requirements
• Problem Solving and Decision-Making skills;
• Ability to inspire and build capacity of national staff;
• Good interpersonal skills and excellent negotiation skills;
• Excellent English and Language (both written and spoken). Knowledge of the local languages (Kiswahili, Kinyabwisha and Runyankole) is an added advantage.
• Information Technology (MS Office, Internet);
• Ability to work under pressure to meet tight deadlines;
• Good team worker with good communication skills;
• Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
• Ability to ride a motorcycle and with a valid riding permit is desirable
