JOB DETAILS:
About the role:
The position holder will have overall responsibility for the effective and efficient planning, management of all the project implementation activities across all field sites, and to the agreed parameters, workplans, results frameworks and budgets, in line with GOAL and donor compliance requirements, including timelines and quality donor reporting and communications. She/He will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. The position holder will also be responsible for quality control of all deliverables including mobilisation of technical support from the technical teams at Headquarters, Local Governments, and coordination of project activities with consortium and private sector partners, and other development partners working in the GOAL area of operation and the District Local Governments.

Key Duties and Responsibilities:
Project Design, Management and Implementation

• Organize and lead the implementation of project activities including closely following up on the implementation of procedures/activities outlined in the Detailed Implementation Plan and SOPs; distribution monitoring and support, and timely processing of financial requests documents; communication with local government, beneficiary registration, etc; and ensuring effective and efficient use of resources within the project;
• In collaboration with the Global Advisors, ensure GOAL’s CVA guidelines are complied with and a Market Based Cash programming is implemented accordingly; Draft project documents and tools (e.g. Standard Operation Procedures and associated documents), as well as technical manuals.
• Ensure that project activities are in line with best practice and take cross cutting themes (eg. safeguarding, gender and protection) concerns into consideration.
• Actively create opportunities and areas of synergy with GOAL Uganda’s Young Africa Works, Markets for Youth Programme, exploring cross-learning and points of leverage.
• Engage actively in cross-organisational platforms and build strong relationships with other GOAL country leads on CVA.
• Ensure the program adaptively responds to changes in the operating environment to meet the desired objectives
• Share information with partners and collaborate with the government to ensure a well designed and implemented CVA response.
• Manage project budget and monitor financial transactions as per the Authorisation Matrix and delegation protocols. Ensure all expenses are according to budget and meet the GOAL standards with regard to financial management, including accountability and good governance.
• Support and coordinate capacity building and technical support activities to enhance partners’ and service provider capacity in relevant approaches, technical tools and guidance.
• Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
• Collaborate with local partner(s) to prepare reports per established reporting schedule.
• Ensure timely processing of financial requests/disbursements/reconciliation/liquidations. Ensure the advance request is on time, documentation is complete, necessary documents are submitted, timely submission of partner liquidations and support the analysis of financial documents and summary preparations for liquidations.
• Coordinate with and support relationship management with Financial Service Providers. This includes: training staff on SOPs and technology as required; preparing and sharing beneficiary lists and registration forms/payment sheets with cash transfer agents; and ensuring timely distributions as per the cash distribution plans/schedules.
• Identify skill and knowledge gaps related to CVA among the staff and partners, and collaborate to address these through training and capacity building.
• Ensure procurement and contracting needs, logistics, finance and human resource are managed effectively and in line with GOAL policy.
• Ensure the integration of Safeguarding and CFM in all project activities, with each project having a safeguarding risk assessment conducted to inform adjustments and adaptations as required.

Reporting and Communication
• Ensure maintenance of adequate records to reflect the operations, resources and expenditures relating to sub-projects in accordance with sound accounting practices.
• Ensure that all project reporting (internal and external) is completed in a timely and accurate manner (including monthly report covering systems and projects, donor reports, etc; and is of high quality, coordinating team inputs with the support of the Program Support Officer.
People Management
• Line management of assigned staff, ensuring that all team members have clear and measurable performance management objectives and that they are measured regularly and in line with policy
• Lead by example, practicing GOAL’s values and behaviours, encouraging both upward and downward accountability and compiling with all of GOAL’s accountability policies
• Ensure compliance to all GOAL, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the of the projects

External Representation and Coordination
• Develop and maintain effective working relationships with all relevant stakeholders at a National and district in order to promote effective coordination, visibility and appropriate engagement.
• Coordinate Project activities and share information with relevant bodies such as OPM, WFP, FAO and I/NGOs; and cultivate relationships by attending regular meetings and ensuring that GOAL Uganda is professionally represented at the CWG and relevant multi sectoral coordination meetings and fora.
• Support all efforts towards accountability to project participants. This includes actively engaging participating communities as equal partners in the design, monitoring and evaluation.
• Support efforts to ensure that longer-term development issues in particular sustainability is being fully addressed.

Monitoring, Evaluation, Accountability and Learning
• Work with the MEAL department to ensure that appropriate systems are in place to monitor and measure the project throughout its cycle. This includes supporting the development of appropriate monitoring tools, ensuring the timely data collection, presentation, analysis and dissemination of information/reports.
• Undertake regular field visits to review and report on project progress specifically in relation to their efficiency and effectiveness and determine any future program recommendations.
• Regularly review of monitoring data and adaptively manage.
• Support accountability through coordinating project evaluation activities following MEAL Policy for PDM (access and utilization among others). Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
• Support collection and analysis of Project data, capture and share lessons learned and best practices to facilitate improvements in decision- making and contribute to the cash transfer learning agenda.
• Participate in the development of learning and communication materials of high quality for internal and external audiences.

Qualifications, Skills and Experience: Essential
• University degree in Agriculture, Agri-Business, economics, nutrition, social sciences or other relevant field required; Master’s Degree strongly preferred.
• CaLP certification at advanced level
• Typically, 7+ years of relevant and progressively increasing responsibility working with INGOs, developing and maintaining strategic relationships between public and private sector partners and growing those partnerships,
• Experience in coordinating/implementing cash/market based programming in rural and urban areas with partners including direct experience in implementing cash transfer programs with an NGO.
• Knowledge, practical understanding of and ability to work within both relief and development NGO contexts
• General knowledge of technical principles and concepts in food security and commodity management.
• Conversant with monitoring projects, tools and approaches including risk analysis and identification of risk mitigation measures
• Experience in networking and coordination with stakeholders at various levels and strengthening community partnerships.
• Experience writing concept notes and proposals Desirable
• Understanding of social behaviour change concepts and approaches
• Strong people management skill, including prioritising workloads, providing targeted support and mentoring
• Proven ability to work in a fast-paced and detail-oriented, with a proactive planning and execution
• Adaptive management skills
• Ability to mentor, coach, and train others in the use of participatory methodologies and results-based programming.
