EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF LABORATORY SERVICES TO THE TILENGA UPSTREAM DEVELOPMENT PROJECT IN UGANDA

TotalEnergies EP Uganda (COMPANY) as Operator of Contract Area (CA) 1 and License Area (LA) 2 North, in conjunction with its Joint venture partner(s), invites experienced and reputable companies to express interest in providing services and/or consumables in support of the general operation and maintenance of equipment utilized within the Tilenga CPF Laboratory which is owned and operated by COMPANY.
General Field Development Description:
The Tilenga oil and associated gas development (PROJECT) is located in the North-East area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northem part of LA-2 block. Four vertically stacked reservoirs are developed. The facilities include well pads (30+) and industrial area containing Central Processing Facility (CPF).
Scope of Work:
Provision of Services and/or Consumables in support of the general operation and maintenance of Equipment to be utilized within the Tilenga CPF Laboratory which is owned and operated by COMPANY. The laboratory shall be located at the Tilenga CPF within Bulisa District in the Albertine region in Uganda, herein called Worksite, and analyzers, herein called Equipment, shall be supplied, calibrated, maintained, and certified for their proper functioning
• Provision of qualified laboratory technicians,
• Supply of spare parts, relevant maintenance, calibration, and technical support for the Equipment, and option to supply complete set of equipment,
• Supply of laboratory consumables (chemical reagents and laboratory materials)
• Certification of laboratory equipment
• Environment and sustainable development, Operational efficiency.
• Upkeep of the equipment
The selected contractor will be able to demonstrate the following
Experience in providing similar services and equipment on rental/ purchase basis to oil & gas processing/refining/petrochemical/ chemicals industries.
In case the contractor is required to supply a set of equipment, the contractor must be the official authorised dealership representative of the equipment manufacturer
Financial capability to procure, transport and deliver laboratory equipment and consumables from source to Worksite. •Capacity to supply, operate and maintain such equipment.
Proof of ISO Certifications in ISO 9001, 14001 & 45001 Proof of accreditation/qualification for certification of equipment in the goal to have laboratory equipment certified and the overall laboratory accredited ISO 17025 and in compliance with local regulations that govern laboratories such as US 1754, US 1818.
Minimum Requirements for Participation:
• Health Safety and Environment (HSE) Management system, Quality Policy, and related procedures in compliance with local and international standards.
• Compliance to National and International laws and regulations.
• Demonstrated commitment to statutory National Content requirements for oil and gas operations as detailed in 2016 Upstream Petroleum Regulations
• Current registration to or application to be registered to the National Supplier Database
The scope covers both hardware and software while ensuring at all In line with COMPANY's objective to maximize National Content Safety and hygiene, upon fulfilling other requirements for the scope of work, preference shall be given to Ugandan company or as a minimum a company that has entered into a joint venture with a Ugandan company
