JOB CONTEXT
East Africa Regional Division includes the following countries: Ethiopia, Somalia/Somaliland, Kenya, Uganda, Rwanda, South Sudan (and later in 2026 Sudan)
East Africa region faces multiple challenges: armed conflicts and insecurity, population displacement (refugees and internally displaced persons), epidemics and public health issues, food insecurity and famine, and various protection incidents. These factors exacerbate the vulnerabilities of people with disabilities and marginalized groups.
East Africa is home to approximately 3.8 million refugees, representing 10% of the world's refugees but faces growing challenges in terms of resources and integration.
Ongoing crises in Sudan, South Sudan, Somalia and Ethiopia are exacerbating displacement. The open reception policies of countries such as Uganda, Kenya and Ethiopia are being tested by limited resources.
In this context, Humanity & Inclusion (HI) implements humanitarian and development actions aimed at improving access to essential services, strengthening community resilience, and promoting inclusion. HI's interventions focus on several areas: physical and functional rehabilitation, mental health and psychosocial support (MHPSS), inclusive education (and EI in emergencies), protection, food security and humanitarian mine action (including clearance, victim assistance and risk education). HI's approach is based on community participation, promoting a “do no harm” policy, and seeking to achieve a lasting impact that promotes human dignity and inclusion in humanitarian action.
HI has around 350-400 employees in this region, with a budget of €20-25 million.
As part of its commitment to continuous improvement, HI has embarked on a process of regionalization and decentralization of its operational governance, with the aim of bringing decision-making closer to local realities. This change is accompanied by greater pooling of resources, harmonization of practices, and increased efforts to ensure programmatic consistency across its various areas of intervention. By early 2026, the program teams will work closely and in an integrated manner within a strengthened regional space to maximize the impact, responsiveness, and relevance of actions carried out as close as possible to the populations concerned.
YOUR MISSION:
Reporting to the Regional Director, the Regional Logistics Manager shapes the strategic logistics direction, oversees the deployment of Global and Regional initiatives and ensures the design and delivery of high-quality, performance-driven logistics systems across a regional portfolio of integrated Countries. It supports and provides oversight to HI’s logistics activities in the Countries within the Regional’s portfolio.
Working closely with internal and external stakeholders, the position holder represents HI in key forums and joint initiatives and contributes to logistics excellence to respond to the evolving needs of the vulnerable communities.
The Regional Logistics Manager ensures efficient management of Information and Communication Technologies (ICT) resources as well for the Region. He/she plays a key role in the deployment and implementation of HI’s ICT standards.
He/she actively participates in the progressive structuring of the East Africa Division in accordance with HI's organizational principles, prioritizing the development of skills within the business line.
The logistics department in East Africa Division will be composed of approximately 50-60 staff based in the different countries. The Regional Logistics Manager will be the line Manager of country Logistics teams and will be part of the SMT (Senior Management Team) at regional level.
Mission 1: Management
- Exemplary Manager: embodies HI's values daily and acts as a role model.
- Meaningful Manager: understands the strategy, explains it, translates it into operational objectives for their team, and drives the necessary changes.
- Manager: organises the operational management of their team, structures work around identified processes, drives performance, and facilitates problem solving.
- HR Manager & Coach : contributes to the development of their employees by creating the conditions for their engagement, professionalization and attachment to HI. Ensures compliance with the code of conduct, Institutional policies, and the expected individual and collective mindset and behaviours.
Mission 2: Steering
- Develop and execute the logistics part of the operational strategy for the Region,
- Implement a KPI-based steering system for the Region,
- Develop and monitor action plans, optimization plans (including mutualization plans) for the Region,
- Develop and implement service-level agreements for the Region,
- Proactively engage with external stakeholders to partner, mutualize, coordinate and streamline activities in the Region,
- In case of emergency, update team priorities and calibrate crisis derogations for a swift response to the humanitarian imperative.
Mission 3: Professional channel
- Ensure the integrated organizational structure, roles and resources in the Region are continuously assess and optimized to align with strategic, operational and contextual needs,
- Ensure effective recruitment, onboarding, performance management and technical evaluation of staff within its Region,
- Lead capacity building of teams within the Region and its internal clients, in line with HI pedagogical models (70-20-10, community of practices, etc.),
- Develop maintain and animate a trained staff pool for the Region ready for deployment across operational priorities as needed.
Mission 4: Standards deployment
- Deploy HI standards within its region, with Programme-wide scope, ensuring they are fit for purpose, contextualized, donor-compliant
- Lead the implementation of comprehensive emergency preparedness measures within the Region
- Guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity.
Mission 5: Risk management
- Maintain risks analysis matrix in line with the Risks & Audit Division standards and execute mitigation measures,
- Ensure internal control are comprehensively deployed in line with HI standards
- Ensure annual programme-led internal control questionnaire (ICQ)
- Shape the strategic logistics direction
- Oversee the deployment of Global and Regional initiatives
- Ensure the design and delivery of high-quality, performance-driven logistics systems
- Support and provide oversight to HI’s logistics activities
- Represent HI in key forums and joint initiatives
- Ensure efficient management of Information and Communication Technologies (ICT) resources
