About This Job:

Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
On behalf of our national based client International SOS Gulf (Pty) Ltd, we are looking for a competent, skilled, and experienced Registered Senior Doctor to work in Uganda.

Location: Uganda Kingfisher CNOOC
Legal entity: International SOS Gulf (Pty) Ltd
Reports Functionality to: Medical Director, Africa (Chinese client’s group)
Reports Administratively to: Regional Operations Manager/Director
Works closely with: Internal and external stakeholders such as Medical Services support personnel, Clinic Staff on site, Client and/or appointed personnel and the Assistance Centre
Direct Reports to: Medical Director, Africa(Chinese client’s group)

Roles and responsibilities
The Employee is responsible;

• To provide emergency care and primary care to the Chinese Clients’ employees.
• The employee assists the Health, Safety and Environment management of the Company, to perform their duties in the field of Health.
• To perform the function of a Chief Medical Officer as described by the Company, namely emergency and primary care to the client expatriate staff and emergency care to the national employees Act as the main coordinator of onsite services and onsite client contact to ensure the scope of work as outlined in the contract between International SOS and the client is delivered and adhered to.

Key Responsibilities;
Emergency Care

• Assessment and immediate treatment of illness or injury.
• Liaison with the most appropriate available local medical personnel for emergency support and resources as and when required.
• Ensuring that all cases managed in the facility are managed and when relevant appropriately escalated according to International SOS Standards procedures and Processes.
• Requesting medical evacuation of ill or injured personnel, when necessary.
• Travel to locations where emergency medical services are required as timely as possible.
• This travel may also include travel from the site to the nearest approved medical support facilities or hand-over to the next medical evacuation team as directed by the Assistance Centre.
• Ensuring that standards, as laid down by the company, are maintained.
• Ensuring the accuracy of information is recorded.
• He/she will notify their operations Manager immediately of any problems which may jeopardize site relationships or trigger client complaints in accordance with the International SOS escalation procedures.
• Maintain patient confidentiality at all times
• Physical assessment and first aid treatment of a patient with an Injury on Duty (This will include follow-up consultation).
• Primary Care for the clients’ expatriate employees
• Posting schedule of regular hours on the clinic door if applicable. Carrying emergency radio or telephone when not in the clinic.
• Providing clinic access and service for minor illness or injury including relevant clinical assessment, treatment, and regular follow-up of all cases until complete resolution.
• Ensuring appropriate referral of cases, which have not been resolved as expected.
• Keeping a detailed and factual medical record of all cases seen including diagnosis, treatment given and the final disposition, and applying appropriate confidentiality to the record.
• Provide advice and necessary assistance to site medical personnel, local medical support and other members or sub-contractor’s medical personnel as and when required; to act as a coordinator of emergency response in liaison with External Consulting Physician, as appropriate.

Clinical Services
• Ensure clinic facilities and services are maintained at the highest level of operational standards including staffing, equipment and client support services.
• Be able to work any shift according to roster and requirements.
• Develop and maintain the highest possible standards of clinical practice within the International SOS clinic
• Ensure standards of practice and service delivery as laid down by local regulations and the International Standards of Practice of International SOS are implemented and maintained.
• Ensure that Universal Precautions are enforced and followed at all times.
• Promote and ensure a Continuous Quality Improvement environment & program is maintained
• Maintain and improve all clinic programs
• Develop and maintain clinic policies and procedures consistent with SOS and international standards of practice.
• Ensure that all waste is managed in accordance with local regulations and SOS standards
• Ensure the SOS Clinic Standards internal audit is completed according to standards and close out of identified actions is a priority according to their risk rating.

Customer Service
• Represent International SOS as the primary client contact working closely with country and regional management teams
• Promote a high standard of customer satisfaction by further developing a culture of customer service amongst all clinic staff
• Ensure quality control & improvement in all aspects of customer service & patient care.
• Ensure that regular monthly training drills are completed and recorded
• Ensure a clinic patient database is maintained in an accurate & timely manner & that such data is utilized in the promotion of customer service programs.
• Maintain responsibility for all aspects of patient feedback through surveys, feedback mechanisms, complaint, suggestion & compliment handling
• Ensure quality control in all aspects of customer service and patient care.
• Maintain a meeting schedule with relevant client representatives, record minutes and actions and implement required actions as necessary. All minutes are to be sent through to Africa Regional Office.

Inventory Management
• Manage the site inventory of Medications, Consumables, Equipment and other assets in line with International SOS procedures and site-specific requirements.
• Oversee equipment calibration process working closely with the country and regional office to ensure all biomedical equipment onsite is calibrated annually
• Monitoring inventory of medications and other supplies to ensure continuous availability of medications, disposable items and equipment at the level agreed with the client and site Management.
• Maintaining and storing all documentation and records related to the provision of medical services of medications used or dispensed and consumable items used, including patient records.
• Maintaining a controlled drug register in compliance with applicable laws and regulations.
• Preparing orders of medical supplies and forwarding them for approval and procurement according to the client and International SOS policy.

Legal Requirements
• Ensure that patient care is carried out in accordance with local Regulations and Legislation as well as
• within SOS where applicable and feasible
• Maintain responsibility for any pharmacy that is held in the clinic area to ensure security in accordance with local control and legislation
• In close liaison with the client ensure all required clinic and employee medical registration licenses are valid at all times as required
• Management of site clinic and/or emergency vehicles
• Maintaining the facility in a clean and tidy state of readiness at all times.
• Providing day-to-day operation and organization of the facility.
• Ensuring that all medical equipment is in working order and properly maintained.
• Complete all daily checklists accurately where applicable.
• Ensure that all QMS documentation is uploaded accurately on a monthly basis in the specific MSRC folder designated for the site
• Ensure that the MERP is always accurate and update the Operations Manager as soon as there are any changes on site

First Aid Training (FAT)
• Conduct informal non accredited basic and regular first aid training or refreshers for designated personnel, including CPR, to ensure their knowledge and skills are maintained at an appropriate level.
• Arrange periodic simulated exercises and drills for first aid personnel.
• Ensure that first aid equipment is maintained and checked on a regular basis.

Food & General Hygiene
• Apply reasonable knowledge of safe food handling principles and practice to carry out inspections of appropriate installations used by site/client employees and other contractors as per International SOS guidelines and using International SOS standard templates.
• Alert the International SOS medical director prior to the client HSE Department about any outbreaks of gastrointestinal illness that may be related to food or water.

Environmental Health
• Ensure appropriate disposal of clinical waste in compliance with applicable laws and regulations.
• If the scope of work requires, the following may be implemented:
• Conduct periodic inspections (e.g., monthly) to ensure that proper sanitation and solid waste treatment practices are being followed.
• Ensure, in conjunction with local management, that appropriate control measures for vector-borne diseases (e.g., malaria) are in place.
• Alert HSE Department about occupational materials or processes that may be hazardous to health.
• Assist with company-sponsored health surveillance programs for employees who are exposed to specific hazards.

Information and Counselling, Health Education and Health Promotion
• Participate in Company’s induction program, with a particular emphasis on the correct use and maintenance of personal protective equipment, healthy lifestyle, and personal precautions for the prevention of transmissible diseases.
• Participate in the Company’s information campaigns on the subjects of personal protective equipment, healthy lifestyle, and personal precautions for the prevention of transmissible diseases through briefings, and collaboration in newsletters, as and when requested by Company’s Management.
• Offer counselling services (within his/ her skill levels) to employees, and protect confidentiality as appropriate.
• Ensure onward referral, where appropriate of employees with emotional or adjustment problems that may affect fitness for duty or workplace safety.
• Advise employees on general matters relevant to their health and well-being.
• Present information to the clients/site employees on healthy lifestyles (alcohol, drugs, smoking, diet, weight control, exercise, etc) or other health-related topics (blood pressure, cholesterol and heart disease, communicable diseases, etc).
• Immunization/ Chemoprophylaxis Program (where applicable)
• In conjunction with the client and International SOS standards, ensure that appropriate immunization/ chemoprophylaxis recommendations are understood and implemented by the workforce as required (e.g., immunization for Hepatitis B, prophylactic medications for malaria).

Disaster Planning
• Understand your role in site emergency response and disaster plans.
• Ensure that an area for triage and multiple casualties is identified.
• Ensure that critical medical supplies and equipment are pre-packed and available for emergency use at dispersed sites or during patient transport.
• Participate in simulation exercises organized by Company’s management.

Administration

• Ensure that International SOS’ quality management system is fully implemented and complied with.
• Secure and protect confidential information.
• Track and report data on clinic utilization and hygiene inspection.
• Preparation, distribution and storage (uploading) of daily, weekly and monthly reports as directed and requested by International SOS and/ or site/client Management

Reports, documentation & communication

• Ensuring that all reports as stipulated in QMS reporting requirements are accurately completed, delivered & uploaded at the stipulated intervals.
• Report on actual areas of concern to relevant managers and ensure areas of concern have been addressed.
• Ensuring that all patient reports are accurately completed using the electronic medical records system PPS
• Ensuring that the times are filled in correctly.

Ensuring patient confidentiality.
• Ensuring all documents are completed according to policy.
• Quality of service
• Ensure that all MS facilities are operational to set criteria and set standards.
• Ensure effective and organized delivery of medical services through a self-audit program.
• Ensure that all site-specific QMS documents are complete including, Medsite Manual, Risk Registers etc.
• Ensure a high standard of customer satisfaction by taking a direct and personal hands-on approach with individual staff and client designates

Customer Service & CQI (Continuous Quality Improvement)
• Ensure that the site has a functional CQI program
• Ensure that the facility is maintained to an operational standard of professional excellence.
• Attend weekly and/or daily meetings of medical and administrative staff as directed by the Manager to report on and discuss issues relating to the operation and improvement of services and activities.
• Participate in the overall development of personal education/skill level by attending corporate training, seminars and lectures
• A neat and clean personal appearance.
• Develop and maintain a hands-on approach with all site staff
• Manage the development and implementation of goals and site objectives
• Ensure that evaluation and revision of goals is in line with the expectation of the MS operations management
• Ensure that our MS clients’ choice of use of International SOS is confirmed by our professionalism and competence
• A professional, friendly, tactful attitude and behaviour to all site staff • A customer service commitment at all times

• Occupational Health & Safety
• Encourage positive attitudes towards OH&S
• Ensure all workers including contractors participate in approved OH&S training programs.
• Ensure the hazard identification & risk management process is utilised effectively to manage OH&S risks.
• Apply OH&S policy and procedures to ensure compliance with International SOS and regulatory requirements for OH&S at all times.
• Actively participate in OH&S inspections and audits including corrective actions.
• Include OH&S performance in worker performance appraisals
• Ensure all hazards and incidents are reported and investigated appropriately and suitable controls are implemented.
• Ensure that workers are equipped with the information, instruction, training and supervision that they need to work safely.
• Ensure all plant and equipment are properly maintained
• Maintain relevant knowledge of OH&S issues.
• Act as a role model by demonstrating safe work behaviours

Qualifications and Experience required.
• Minimum 10 years’ experience in a General Practice field, with experience in Emergency setting and management of 3-5 years.
• Minimum 5 years’ experience as a remote site Supervisor/ Leader role in an oil & gas setting with International and Chinese clients
• Medical Degree from a recognized medical university is compulsory
• Working experience in Occupational Health & Safety in the oil and gas industry.
• Advanced Life Support, ACLS, ITLS certified.
• Native written and verbal communication in Chinese Mandarin.
• Good Written and Verbal English language proficiency
• Actively listens and seeks information, identifies internal client needs and checks to understand, and builds rapport.
• Focuses on accuracy, completeness and timely delivery of work; can follow procedure, develops processes and systems to check accuracy e.g., checklists; can follow quality assurance techniques.

Travel Requirement;

• Regular rotational travel to and from home country & site. Occasional domestic travel to support emergency cases and business needs as required.
