TechnoServe Uganda is implementing the Growing Resilience and Opportunities for Wealth through Horticulture (GROWTH) Project, a five-year program funded by the Embassy of the Kingdom of the Netherlands (EKN) in partnership with Agrilinks and Wageningen University & Research (WUR). The project aims to improve the productivity, resilience, and market competitiveness of smallholder horticulture farmers through strengthened Farmer Organizations, adoption of climate-smart production practices, improved access to quality inputs and technologies, and sustainable market linkages. The project applies the Participatory Integrated Planning (PIP) and Empowered Farmers in Farmer Organizations for Resilience and Transformation (EFFORT) approaches to strengthen household planning, farmer organization performance, resilience and sustainable horticulture development.

General Objective

To identify and engage qualified implementing partners and community resource operators to support implementation of key GROWTH Project interventions, including farmer capacity building, Participatory Integrated Planning (PIP), extension services, technology adoption, and access to quality planting materials in the project regions of Elgon, Buganda, Busoga regions, Rwenzori and Kigezi.

Specific Objectives

1. Implementing Partner – Farmer Capacity Building, Extension Services and Technical Advisory Services under Outcome 2 of the GROWTH Project.

   • Strengthen farmer capacity through delivery of practical extension services and technical advisory support.

   • Promote adoption of Good Agricultural Practices (GAP), Climate Smart Agriculture (CSA), food safety, and improved production technologies.

   • Strengthen Farmer Organizations through capacity building, demonstration sites and farmer learning.

   • Support sustainable horticulture production and increased productivity among smallholder farmers.

2. Implementing Partner – Participatory Integrated Planning (PIP) under the GROWTH Project.

   • Strengthen household planning, resilience and community empowerment through the Participatory Integrated Planning (PIP) approach.

3. Partnership with Established Community Nursery Operators to strengthen seedling multiplication systems and farmer access to quality planting materials.

• Partnership Opportunities: TechnoServe invites applications from eligible organizations and community nursery operators to support implementation of the GROWTH Project under the following partnership opportunities:

  • Lot No. 1: Partnership Opportunity description

    • Implementing Partner – Farmer Capacity Building, Extension Services and Technical Advisory Services under Outcome 2 of the GROWTH Project.

  • Lot No. 2: Implementing Partner – Participatory Integrated Planning (PIP) under the GROWTH Project.

  • Lot No. 3: Partnership with Established Community Nursery Operators to strengthen seedling multiplication systems and farmer access to quality planting materials.

Eligibility for interested applicants

Applicants must meet the eligibility requirements specified in the respective RFA, including:

• Legal registration to operate in Uganda.

• Demonstrated technical experience relevant to the partnership opportunity.

• Proven organizational, financial and administrative capacity.

• Ability to implement activities within the GROWTH project intervention areas.

• Compliance with applicable statutory and donor requirements.

RFA Issuance

The complete RFA documents (Terms of Reference-TOR) shall be provided for free upon request by emailing: growthapplications@tns.org from 31st July, 2024 to 13th August, 2026. Applicants should indicate the Lot number and RFA title in the subject line of the email.
