REQUEST FOR EXPRASION OF INTEREST TO COMPUTERISED MAINTAINENCE AND INSPECTION MANAGEMENT SYSTEM SERVICES
On behalf of East African Crude Oil Pipeline Ltd (Company) Worley Europe Limited as the Engineering, Procurement, Construction Management and Commissioning (EPcmC) Contractor for East African Crude Oil Pipeline (EACOP) Project invites experienced and reputable Contractors to express their interest in providing Computerised Maintenance and Inspection Management System (CMMS) Services for the EACOP Project.
The Republic of Uganda, the Uganda National Oil Company (UNOC), the United Republic of Tanzania and/or Tanzania Petroleum Development Corporation (TPDC), as well as other international oil companies partaking in the development of Exploration Areas 1, 1A, 2 and Kingfisher Discovery Area in the Albertine Graben in Uganda or their affiliates will participate in the implementation of the EACOP Project (Potential Pipeline Participants).
The EACOP Project development involves the engineering, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania. The project life has been designed for 25 years.

BRIEF DESCRIPTION OF THE SCOPE:
Company requires the services of experienced and reputable Contractor(s) to provide software and applications licenses and services. Contractor(s) can apply for the identified products below:
IBM Maximo Application Suite
IFS Ultimo Enterprise Asset Management Carl Source CMMS HXGN EAM
The services shall include the provision of:
• Licenses between 1 and 500 users according to the solution
• Support services: training, installation and configuration, deployment, user assistance, etc.
Interface services for ERP integration
The timeline and contractual details of the services are:
• CMMS EACOP project Commencement date January 2024 (deployment and integration phase project start).
• CMMS Live start expected in 2025.
• Initial contract term 5 years (potential of renewal thereafter). Only EACOP Conditions of Contract will be considered The Contract remuneration type will be fixed Lump Sums.
MINIMUM REQUIREMENTS:
Companies expressing their interest are invited to document their request with:
• Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest year if available.
• Registration with the Petroleum Authority of Uganda's (PAU) National Supplier Database (NSD) and/or PAU's written acknowledgement of a received application for registration, and/ or PAU's approval of a Joint Venture arrangement is mandatory. • The Contractor MUST be a certified service partner and reseller accredited by the software company on the marketplace.
• Demonstrable experience, performance, and capacity in delivering the services outlined above, at a large scale in Uganda, in compliance with national and international standards. Plus supporting references of similar provision of licenses and services on similar projects in-country or internationally.
• Financial capacity to deliver the services required including submission of financial accounts for year.
• Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights policies
Interested companies which meet the minimum requirements and have the capacity to provide the services listed above should express their interest by sending together with the above listed documents an email to contractor-info@eacop-proc.com (Max. Email Size: 20 MBs & all documents must be submitted in the English language) on or before 17:00 hours East African Time (EAT), on 14 September 2023. Companies satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Disclosure Agreement (NDA), a detailed pre-qualification questionnaire for further evaluation. EACOP Project reserves the right not to consider companies that submit an incomplete dossier.
Note: Only pre-qualified companies will receive an invitation to submit their bid in furtherance of the Call for Tender process.
