Consultancy Services for Provision of Legal Services to ASARECA for the Period January 2026 - December 2028
REFERENCE NO: ASAR/CONS/2025/00007

1. The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) is a non-profit sub-regional organization of the National Agricultural Research Systems (NARS) of 15 countries: Burundi, Cameroon; Central African Republic; Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Madagascar, Republic of Congo, Rwanda, Somalia, South Sudan, Sudan, Tanzania and Uganda. The core function of the Association is coordinating and convening human, physical, financial and institutional capital to implement Agricultural Research for Development (ARAD) initiatives in the Eastern and Central Africa.

2. ASARECA has allocated some financing and intends to apply a portion of the proceeds to eligible payments under the contract, for which this Request for Expression of Interest is issued.

3. ASARECA seeks to engage and retain the services of a reputable and competent legal firm as a legal advisor in matters arising out of or incidentally in the business or in other dealings which the Client or its associated companies may hereafter enter into or be engaged in.

4. ASARECA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria for the firm are:

A. Qualified legal practising firm licensed to practice law in Uganda.
B. The firm should have been in practice for not less than ten years
C. The firm should have completed three similar assignments in the past ten years is a Requirement
D. Should have at least three experienced legal practitioners as key staff

5. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The type of association whether a joint venture or a sub consultancy should be clearly indicated in the Expression of Interest.

6. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCRS) procedure for selection of consultants contained in ASARECA Operational Manual (Section Sb).
